About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 17 is soliciting proposals for the renovation of Pre-Engineered Metal Building 115 at the Kerrville VA Medical Center in Texas. The project involves comprehensive renovation of a fire-damaged building, including selective demolition, structural repairs, replacement of damaged components (such as roof purlins and steel members), installation of new electrical and fire protection systems, replacement of metal siding and roofing panels, pressure washing interior surfaces, and installation of epoxy flooring. Key contract requirements include compliance with VA specifications and building codes, security badging and infection control training for personnel, coordination with VA staff, submission of daily progress reports, and provision of operations and maintenance manuals and as-built drawings. The government will evaluate proposals using a Past Performance, Price Tradeoff procedure, with past performance weighted as significantly more important than price. The original proposal due date was July 8, 2025, but was subsequently extended multiple times through seven amendments, with the final due date set for August 5, 2025, at 10:00 am CST. Two mandatory site visits were held on June 12, 2025, and July 17, 2025, with multiple Request for Information (RFI) rounds providing contractor clarifications throughout the solicitation process.
This is a 100 percent Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with no current incumbents identified. The estimated contract magnitude is between $250,000 and $500,000, and the project is classified under NAICS code 236220 (Commercial and Institutional Building Construction) and PSC code Y1DZ (Construction of Other Hospital Buildings). The total period of performance is 300 calendar days, with the first 60 days allocated for security processing and preconstruction submittals, followed by 240 calendar days for construction activities. Work will be performed at the Kerrville VAMC located at 3600 Memorial Blvd, Kerrville, Texas 78028. The contract will be awarded as a firm-fixed price arrangement, and performance and payment bonds are required. As of November 25, 2025, Amendment 8 has cancelled solicitation 36C25725R0051, indicating the solicitation process has concluded.
