About this file
This document is a comprehensive set of architectural and engineering design plans for the reconstruction of Building 115 at the Kerrville VA Medical Center in Texas. The project involves constructing a 3,530 square foot, single-story pre-engineered metal building (PEMB) with a mezzanine, classified as a Group U (Utility and Miscellaneous) occupancy with Type II-A construction. The building will have multiple storage areas totaling approximately 3,530 square feet, with an occupant load of 14 people, and will include features such as three 32-inch egress doors, fire protection systems, and accessibility compliant design.
The design documents, dated November 30, 2023, include detailed plans for structural, civil, architectural, mechanical, electrical, and plumbing systems. Key technical specifications include a roof live load of 20 PSF, wind design for 105 mph basic wind speed, and seismic design category A. The project is part of VA South Texas Healthcare System's contract number 36C25720D0060, with the design prepared by OEI-LBL Joint Venture LLC and O'Brien Engineering Inc. The construction will involve site preparation, utility installations, including a new 4-inch water line for fire protection, and adherence to multiple building codes and accessibility standards.

APPLICATION OF CODES
In accordance with the Department of Veterans Affairs Sixth Edition Fire Protection Design manual dated September 2011, the project is subject to the current edition of the International Building Code (IBC) and the National Fire Protection Agency (NFPA) 101 Life Safety Code. It is assumed that since the IBC has just recently released the 2021 IBC and that the current edition of the Life Safety Code is the 2018, the project will subject to the 2021 edition of IBC and the 2018 edition of the NFPA 101. The NFPA 101 controls over the IBC when regulations are covered in both. However, for Group U or Utility and Miscellaneous (Agricultural Building), the IBC controls for type of construction and location of building on site and the relationship to existing buildings. NFPA does not provide Type of Construction requirements for Utility and Miscellaneous (Group U) occupancies.
ASSUMPTIONS
Per record drawings information provided by the VA, Building 115 is assumed to be Type
