About this file
This Request for Information (RFI) dated 6/20/25 seeks clarification on a VA renovation project for a pre-engineered metal building (PEMB). The primary questions address the project's scope, specifically whether it is new construction or a renovation of an existing structure. The VA clarifies that the project is a renovation of select parts of the existing building, not a complete replacement, despite plans from a previously canceled project suggesting a full rebuild.
The RFI provides detailed guidance on which specification sections are applicable to the renovation work, including limited sections of HVAC, electrical, and plumbing specifications. The VA will perform new power and lighting work, while the contractor will be responsible for specific tasks such as installing fire protection system conduits, raceways, and wiring. The document also notes that Mueller Inc. is a supplier familiar with the project drawings, though the VA does not have a preferred metal building manufacturer or supplier.

Request For Information (RFI) 6/20/25
1. Specifically, the plans indicate this is a reconstruction or a new PEMB (Pre-
Engineered Metal Building), as they include new foundations and structural elements. For example, Sheet AD101, Note “A” specifies that the foundation is to be removed—further supporting the impression that this is a new-build project.
However, the Scope of Work reads more like a refurbishment or renovation of an existing building, which conflicts with what is shown on the plans.
Could you kindly clarify:
• Whether this is to be treated as new construction (including demolition and rebuild), or
• If it is in fact intended to be a renovation of the existing structure?
RESPONSE:
• See “SOW General Requirements” on the 1st and 2nd page of the SOW for a detailed explanation of how to follow the SOW and how to use the plans and specifications that were included in the solicitation.
• The objective of this project is to renovate select parts of the existing building, NOT to replace the existing building in its entirety.
→ The plans and specs are from a canceled project to replace the entire existing building with a duplicate building. They are provided for the following benefits and to establish quality and performance requirements:
→ The plans can be used by the contractor for material quantity take-offs and to provide spatial awareness of the building interior and exterior features. Also, many of the details and notes provided in the plans apply to the renovation work.
→ Only some of the specifications sections are applicable to the project insofar as they pertain to the renovation work being performed. Many spec sections are not applicable to the project since there is no representative work in the renovation project. Likewise, in some instances only part of some spec sections are relevant to the representative work.
The following are just a few examples:
o Of the five Division 23 HVAC specifications sections, only sections 23 11 23 – Facility Natural Gas Piping and 23 05 11 Common work Results for HVAC apply to this project since the contractor is only removing an existing gas line and installing a new gas line. No other HVAC work is required for this project.
o Of the twelve Division 26 ELECTRICAL specifications sections, only sections 26 05 11 Requirements for Electrical Installations, 26 05 19 Low-Voltage Electrical Power Conductors and Cables, 26 05 26 Grounding and Bonding for Electrical Systems, 26 05 33 Raceway and Boxes for Electrical Systems, 26 27 26 Wiring Devices, and 28 31 00 Fire Detection and Alarm apply to this project. The VA will be performing all new power and lighting work.
The contractor will provide all conduit, raceways, hangers, boxes, and wiring etc. for the installation of their Fire Protection Systems, but NOT for the VA’s power and lighting work.
o Of the eight Division 22 PLUMBING specifications sections, only those that are applicable to the water line the contractor will install for their fire sprinkler system and any drains required for the sprinkler system will be required for this project. Those sections shall include 22 05 11 Common Work Results for Plumbing, 22 05 23 General-Duty Valves for Plumbing Piping, 22 11 00 Facility Water Distribution, and 22 13 00 Facility Sanitary and Vent Piping.
o Other specifications divisions and sections, in-part or in their entirety, that pertain to the renovation work being performed apply to this project.
o See attached annotated “Specifications Table of Contents” for stricken (deleted) sections and other notes on applicability.
2. Do you have a preferred supplier/manufacturer for the metal building?
RESPONSE:
• The VA does not have a preferred metal building manufacturer, distributor, or supplier. The following supplier is familiar with the project and has previously reviewed the building drawings:
→ Bill Redfern, Senior Sales Representative. Mueller Inc. 144 US Hwy 289, Comfort, TX 78013. Ph. 830-995-5961 ext. 7904.
