About this file
This Request for Information (RFI) dated 07/24/2025 provides clarifications for VA solicitation 36C25725R0051 regarding a pre-engineered metal building renovation project. The RFI addresses six key questions from potential contractors, including: structural steel frame assessment, site visit procedures, contractor day-badging, column replacement requirements, ridge vent system modifications, and shop drawing submission expectations. Notable responses include: no prior structural steel hardening assessment has been completed, contractors can visit the site during a 60-day security period with COR coordination, Kerrville VA police can issue 1-3 day contractor passes, column replacements are not part of the current scope, and recapping the ridge vent with matching metal sheeting is preferred over full system replacement. The document also confirms that comprehensive shop drawings will be required for all aspects of the project, with contractors expected to follow and expand the submittal register provided in the solicitation attachments.

Request for Information (RFI) 07/24/2025
1) Has a Structural Engineer assessed the structural steel building frame for possible hardening due to the heat of the fire?
Answer: No, a structural assessment to determine steel hardening has not been done. If steel hardening has occurred and becomes an issue during construction the contractor shall bring this to the attention of the COR.
2) Can the successful bidder visit the site during the 60-day security and badging period to take field dimensions to get a jump on developing material orders?
Answer: Yes, coordinate visits ahead of time with the COR. NOTE: Contractor should not order materials until submittals have been reviewed and approved by the COR.
3) Can contractor personnel or service providers get day-badges to be on site if they only work on site in sporadic short-term intervals?
Answer: The Kerrville VA police department can issue contractor day passes for a total of 1 to 3 days per person, per project. This requires that the worker turns in their valid driver’s license to the PD in exchange for a contractor day pass. This cannot extend past 3 days per person for the duration of the project.
4) Will the contractor be required to replace the two round steel columns supporting the mezzanine in the area where the steel bar joists are being replaced? As noted during the pre-bid walk-through, the bottom portion of the columns including the base plates and anchor bolts are deteriorated.
Answer: No, column, base plate, and anchor bolt replacement is not included in the SOW. The contractor will not be responsible for their replacement. However, VA maintenance staff may need to perform retrofit repairs during the contractor’s period of performance for the contract. If that happens, the COR will coordinate the VA’s work with the contractor.
5) Will the VA accept recapping the ridge vent with metal building sheet metal of the same color and gage as the roofing panels in lieu of replacing damaged parts on the mechanical vent opener system OR replacing the ridge vent opener system in it’s entirety as currently required in the SOW? During the pre-bid walkthrough it appeared that the operable ridge vent system was abandoned, and a permanent cover (cap) was installed at the roof to cover the ridge vent.
Answer: Yes, this is acceptable and is the preferred way to address the ridge vent system. Contractor’s shall disregard the “repair or replace ridge vent opener system” SOW requirement with the requirement to recap the ridge as suggested by this RFI.
6) Will shop drawings be required for everything?
Answer: Yes, per the specifications. Refer to the submittal register inserted at the end of the IFC Specifications included in the solicitation attachments. The submittal register should be considered an initial register for the contractor to follow and add to as he delivers submittals per the requirements of each applicable specifications section.
