About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 7 is soliciting proposals for elevator upgrades in six buildings (1, 2, 5, 38, 135, and 137) at the Tuscaloosa VA Medical Center. The project encompasses modernization and renovation of 11 elevators across multiple buildings, including replacement of hoisting machines, controllers, door operators, and interior components to meet current safety codes and performance standards. Key contract requirements include compliance with ASME A17.1 2022 code, OSHA standards, Davis-Bacon wage requirements, and VA safety and infection control regulations; maintenance of phased construction with only one elevator per bank allowed to be non-operational at a time; and coordination with existing building systems including fire alarm (Simplex 4120), controls (Johnson Controls/Metasys), and security systems. Evaluation will prioritize past performance over price, with offerors assessed through a Past Performance Questionnaire completed by previous clients and rated on criteria including contract compliance, schedule adherence, safety responsiveness, and customer satisfaction. The proposal submission deadline is February 26, 2026 at 1:00 PM Eastern Time, with a pre-bid site visit having been held on January 13, 2026 at noon; multiple amendments have extended the deadline and provided additional information through two rounds of Requests for Information responses.
This solicitation is 100 percent set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), which must comply with subcontracting limitations requiring that no more than 75 percent of work be paid to non-certified firms, with at least 25 percent of contract performance costs incurred for personnel employed by the concern or other eligible veteran-owned small business concerns. No incumbent contractor is identified in the solicitation documents. The contract value is estimated between $5 million and $10 million as a firm-fixed-price award with a 608-calendar day performance period for construction completion and an additional 365-day guaranteed period for maintenance services. The project involves 11 elevators with varying capacities (ranging from 3,000 to 5,500 pounds) and multiple mechanical, electrical, and architectural modifications including new stainless steel cabs, LED lighting systems, luxury vinyl tile flooring, and fire alarm system integration. Performance will take place in Tuscaloosa, Alabama 35404, at the Veterans Health Administration facility.
