About this file

This file is a Round 2 Requests for Information (RFI) Responses document for a federal elevator modernization and renovation project across six VA buildings (1, 2, 5, 38, 135, and 137). The document addresses twelve clarification questions and provides government responses regarding project requirements, specifications, and contractor responsibilities.

Key clarifications include: QC staffing requirements allow a single qualified person to cover multiple specialty areas (mechanical, electrical, structural, architectural, environmental) provided they meet experience thresholds, with technician or construction experience accepted as alternatives to engineering degrees; gearless elevator machine beams are non-structural components for which the elevator contractor is responsible; Guaranteed Period Services/warranty can extend 365 days beyond final elevator completion without extending overall project closure, allowing separate billing and bonding management; contractors must acquire hot work permits, ICRA, and Above Ceiling permits with the VA as the Authority Having Jurisdiction; seismic restraint design is a deferred design responsibility under contractor coordination with elevator manufacturers; specified cab interior materials include InPro Smooth Bronze rigid wallcovering and InPro Ricochet Strata R610 Safari flexible wallcovering with no approved alternates; hollow metal doors are required with corrected fire ratings (S5 and 9A: 60-minute, P3: 90-minute, B-01: 60-minute); and NAICS code 238290 (Other Building Equipment Contractors) is appropriate as the principal purpose is elevator modernization with other trades considered incidental work.

679-22-100 - Requests for Information (RFI) Round 2 Page | 1

1. Reference QC spec section 01 45 00. In addition to the General Contractors CQC System Manager, section 3.4-C also states "provide as part of the CQC organization specialized personnel to assist in the CQC System Manager for the following areas, as applicable: electrical, mechanical, civil, structural, environmental, architectural, materials technician submittals clerk, Commissioning Agent/LEED specialist, and low voltage systems. These individuals or specified technical companies are directly employed by the General Contractor and cannot be employed by a supplier or subcontractor on this project” The educational qualifications for each of these separate QC positions are listed in the Experience Matrix of the QC spec and require specific Engineering Degrees that are not required for the GC's CQC System Manager. Are all of these separate QC staff required for this project? Mechanical, Electrical, Structural, Architectural, and Environmental are all listed with each required different types of engineering or architectural degrees. Please confirm which ones are required for the project. Please confirm these degrees are required. Please confirm these must be hired by the GC and cannot be part of the Subcontractors staff.

a. These areas of QC must have coverage. The specs as written already state, “A single person can cover more than one area provided that the single person is qualified to perform QC activities in each designated and that workload allows.” Additionally, the experience matrix allows for technicians or construction experience with adequate years of on-the-job experience, not necessarily a degree.

2. Please provide clarification to response provided for question 126. Items 1. 2. and 3. appear to be responses but items 1. and 3. appear to contradict each other.

a. The responses:

i. Existing support beams are to be reused for gearless replacement. Elevator contractor is responsible for all new beams in machine room for installation of gearless machines and sheaves.

ii. All additional blocking beams or machine beams

iii. No new structural beams anticipated.

b. Answer – Beams for installation of gearless machines and sheaves are not structural beams.

3. Please confirm that guaranteed Period Services would require the project to be extended for an additional 365 days assuming that the last elevator is completed on day 608 of construction and that Final Billing and Bonding Capacity for the entire project would be tied up due to this requirement or would the base contract be able to be billed and closed out separate from the Guaranteed Period Services.

a. Yes, if the final elevator was completed on day 608, then GPS/warranty would extend for an additional 365 days. This requirement does not extend the project duration by an additional 365 days for overall project closure. The base contract’s period of performance remains unchanged.

b. The Release of Claims will cover the entire scope of Line Item #1, which represents the construction portion of the contract. Additionally, it will include the amount of GPS services completed to date for Line Item #2. According to FAR 46.7 (Warranties) and VAAR 846.7 (Warranties), the GPS can be managed separately from line item 1.

4. Question 179 states Contractor is responsible for Permits. Please provide the permits that will be required as part of this project so they can be priced accordingly.

a. Contractor is responsible for acquiring hot work permits, ICRA, Above Ceiling permits, etc.

5. Question 185 - please provide pics of existing areas or list of items that will need to be relocated and temporarily stored.

a. No list will be provided, a site visit was provided where the contractors could notate anything preventing them from working. Any items in the way of construction are to be relocated by the contractor.

6. Question 210 states no significant design is required. Previous responses indicate design required for multiple spec sections. Please confirm all seismic requirements are indicated and detailed on the Contract Drawings.

a. The non-structural seismic restraint is a deferred design under the responsibility of the Contractor, per specification section 130541. These attachments for all elevator components must be coordinated between that deferred design engineer and the elevator manufacturer.

7. The cab interior details are detailed in the drawings as InPro Smooth Bronze. Can the government please advise if this is an anodized aluminum laminate? Additionally, is a custom metallic bronze powder coat finish acceptable as an alternate for more durability? The specified aluminum laminates scratch easily.

a. The specified Inpro product is a high impact rigid wallcovering. It is not an aluminum laminate. Metallic bronze powder coat finish is not an acceptable alternative

8. The cab interiors are detailed as InPro Ricochet Strata R610 Safari, can the government please confirm this is a fabric wall covering?

a. Ricochet Strata R610 Safari is a high impact flexible Wallcovering.

9. RFI response 179-Will the contractor be responsible for any permits? VA response – Yes.

a. As a Prime Contractor, we have never seen a requirement to pull permits for a federal job, can you confirm that it is not actually necessary for us to cover permit costs.

i. Contractor is responsible for acquiring hot work permits, ICRA, Above Ceiling permits, etc.

b. If it is necessary, who is the AHJ and who would we be pulling permits from?

i. The VA is the AHJ.

c. Will the AHJ be performing requisite inspections.

i. The list of inspections performed by the VA were listed in the previous RFI answers. See the answer to question 98 as an example.

10. The door schedule on sheet A-601 has the four openings listed with wood doors, however there are no 081400 wood specs provided, only 081100 hollow metal.

a. Answer: Change to hollow metal doors.

11. Can you confirm if what material the doors should be, please? And can you confirm if the 45 LBL reference is STC45 or 45-min fire, please?

a. Answer: Hollow metal doors. The 45 minute label was in reference to Fire Rating. However, these fire ratings require correction:

i. Door S5: 60-MIN RATING

ii. Door P3: 90-MIN RATING

iii. Door 9A: 60-MIN RATING

iv. Door B-01: 60-MIN RATING

12. Pursuant to FAR 19.303, please confirm whether the Government will reconsider and amend the solicitation to assign a NAICS code aligned with the principal purpose of this coordinated elevator modernization and renovation effort that requires multi-trade integration, including selective demolition and temporary support controls, life safety and fire alarm interfaces, supporting electrical work, phasing to maintain facility operations, and ICRA and ILSM requirements. [Reference: Amendment 0004 and the Government’s response to Round One RFI 208 confirming NAICS 238290.]

a. Answer: The proper and most common NAICS code for an "Elevator Upgrades" project that includes related, minor multi-trade work (such as electrical, painting, or minor structural changes) is 238290 - Other Building Equipment Contractors.

This code specifically covers elevator installation, modernization, and repair, and is frequently used even when the project involves other trades.

Key Details for Selecting 238290

· Best Fit: When the "principal purpose" of the project is the modernization, repair, or refurbishment of elevators.

· Incidental Work: Other trades (e.g., electrical, drywall) involved in the upgrade are considered "incidental" to the main specialized elevator work.
