About this opportunity

The Department of Veterans Affairs Technology Acquisition Center seeks construction of infrastructure upgrades across a 15-building campus at Charles George VA Medical Center in Asheville, North Carolina, with proposals due August 17 at 3 PM EDT. This procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs); only firms certified and listed in the SBA database at time of proposal submission and award are eligible.

Place of performance is Asheville, NC. The scope includes electrical panel upgrades with normal and emergency power distribution, uninterruptible power supplies, Building Management System interfaces, HVAC system reconfiguration and expansion across all 15 buildings, datacenter renovation (HVAC, UPS, power distribution, cable management, fire suppression), communication infrastructure upgrades (Cat 6A cabling, data outlets, patch panels), physical security upgrades, fiber backbone infrastructure assessment and upgrades campus-wide with diversified wide area network connectivity, hazardous material abatement, selective demolition, and general construction finishing work (concrete, structural steel, framing, doors, ceilings, flooring, painting, fire suppression, plumbing). Buildings include 2, 3, 4, 5, 6, 7, 9, 11, 12, 14, 15, 47, 62, 70, and 73, plus site work. Work is performed at a 24/7 active medical center under phased coordination with facility operations.

The estimated contract value is between $20 million and $50 million under NAICS 236220. The period of performance is 730 calendar days after Notice to Proceed, with a mandatory 10-day mobilization period. The procurement requires prevailing wages per Davis-Bacon Act determination (Buncombe, Haywood, Henderson, and Madison counties), with rates ranging from $13.00 to $33.96 per hour plus fringe benefits. A bid guarantee of 20 percent of proposal price (not to exceed $3 million) and performance and payment bonds are required.

For SDVOSB firms, the prime contractor may not pay more than 85 percent of government-paid amounts to non-certified SDVOSB or veteran-owned small business subcontractors; minimum 15 percent of subcontract work must be performed by or paid to certified firms. Material costs are excluded from this calculation.

Proposals must be submitted electronically in three volumes: Volume I Technical (maximum 15 pages), Volume II Price (maximum 20 pages), and Volume III Administrative. Technical evaluation criteria include qualifications of Project Manager and Onsite Superintendent (each requiring minimum 5 years construction supervision experience), qualifications of communications installer subcontractors, and project execution schedule. Award will be made using Lowest Price Technically Acceptable methodology. Amendment 0007 (August 6) provides updated specifications and drawings in Addendum 1, responds to Requests for Information, corrects the Key Subcontractor Information form header, and extends the deadline to August 17.
