About this opportunity
The Federal Bureau of Investigation (FBI) Criminal Justice Information Services (CJIS) Division is soliciting commercial window cleaning and maintenance services at its Clarksburg, West Virginia campus under a Total Small Business set-aside, with written questions due November 13, 2026 and quotations due November 24, 2026. The notice text gives the quotation deadline as November 18, 2026 at 2:00 PM Eastern, which conflicts with the structured due date; confirm against the RFQ before planning.
The Government will award a single firm-fixed-price contract with a base year and four one-year options, performed January 21, 2027 through January 20, 2032. Award goes to the responsible quoter with the lowest evaluated price among technically acceptable quotations under Lowest Price Technically Acceptable (LPTA) methodology. Quotes must include annual firm-fixed prices for recurring cleaning and inspections. Emergency labor is priced separately at fully burdened hourly rates with no guaranteed minimum volume, and repairs and replacements are quoted case by case. Quotations remain valid for 60 days.
Work spans the CJIS Main Building (cleaned twice annually), Biometrics Tech Center, Visitors Center, Service Center, Police Services Building, and Daycare Center (each cleaned annually), with yearly inspections of the Main and BTC buildings. Window glass totals approximately 230,000 square feet in the base year, 234,000 in Option Year 1, 377,000 in Option Year 2, and 230,000 in Option Years 3 and 4. Equipment must not exceed nine feet in width, fall protection must meet OSHA and ANSI standards with CJIS Safety approval, and routine work runs 7:00 a.m. to 3:30 p.m., Monday through Saturday, with non-regular hours from 4:00 to 8:00 p.m. Quoters must demonstrate emergency response within 24 hours of notification. The technical volume requires approach, safety and access plans, staffing, and experience on three comparable projects. Replacement windows must be United Plate Glass Company brand or equal. The work does not require access to classified information or FBI IT systems, but FBI access clearance procedures and personnel vetting apply.
A mandatory site visit occurs November 4, 2026 at 9:00 AM Eastern. The procurement is coded NAICS 561720, Janitorial Services, with PSC S201.
