About this file
This is a Firm-Fixed-Price (FFP) pricing schedule and instruction template for the FBI CJIS Window Maintenance and Cleaning Services contract. Offerors must provide firm-fixed-price quotations for two recurring service CLINs: Window Cleaning (CLINs 0001, 1001, 2001, 3001, 4001) and Window Inspection (CLINs 0002, 1002, 2002, 3002, 4002) across a base period and four one-year option periods. All option prices must include special cleaning work as specified in the Statement of Work; emergency labor, emergency materials, and case-by-case repairs are excluded from the recurring FFP total and must be priced separately. The form automatically calculates annual totals and the five-period evaluated recurring FFP price. Additionally, offerors must provide fully burdened hourly rates for emergency-response labor categories for each contract period, including any minimum call-out hours or after-hours premiums. Emergency response rates are binding for their stated periods but require separate written Contracting Officer authorization and funding, with no guaranteed hours; repairs, replacements, emergency materials, and equipment will be quoted and authorized case by case. Option 1 includes Building to Consider (BTC) Stair 6 work, while Option 2 includes BTC interior curtain wall core work per the SOW. Emergency hourly rates are subject to reasonableness review but are not included in the LPTA FFP price evaluation absent estimated quantities.
