About this file

This is a Request for Quotations (RFQ) issued by the Federal Bureau of Investigation's Finance and Facilities Division for window maintenance and cleaning services at the CJIS Division campus in Clarksburg, West Virginia.

The solicitation seeks quotations for scheduled interior and exterior window cleaning, yearly inspections, window maintenance, emergency response for damaged openings, and repair/replacement work when authorized. The work encompasses multiple buildings including the CJIS Main Building (to be cleaned twice annually), Biometrics Tech Center, Visitors Center, Service Center, Police Services Building, and Daycare Center (each cleaned once annually). The base contract covers approximately 230,000 square feet with cleaning areas varying across four one-year option periods (ranging from 230,000 to 377,000 square feet), with Option 2 including additional interior curtain wall core work. The contract is a 100% Small Business Set-Aside under NAICS 561720 (Janitorial Services; $22.0 million size standard). Normal work hours are 7:00 a.m. to 3:30 p.m. Eastern Time. Equipment must not exceed nine feet in width, and contractors must provide fall protection and anchoring meeting OSHA/ANSI requirements with CJIS Safety approval. Quoters must complete a technical volume addressing approach, safety/access plans, relevant experience with three comparable projects, staffing, and emergency response capability within 24 hours of notification. Price quotations must include annual firm-fixed prices for recurring cleaning and inspections for the base year and four options, plus fully burdened hourly rates for emergency labor (separately priced and not guaranteed minimum volume). As-needed repairs and replacements will be quoted on a case-by-case basis. The Government will award to the responsible quoter submitting the lowest evaluated price among technically acceptable quotations using a Lowest Price Technically Acceptable (LPTA) methodology. Quotations are due by 11/24/2026 at 10:00 a.m. Eastern Time with 60-day validity. A site visit is scheduled for 11/04/2026 at 9:00 a.m. ET, and written questions must be submitted by 11/13/2026 at 2:00 p.m. ET. The base contract period runs from 01/21/2027 through 01/20/2028, with option periods extending through 01/20/2032.

1. Purpose

The Federal Bureau of Investigation (FBI) requests quotations for non-personal commercial

Window Maintenance and Cleaning Services at the CJIS Division campus in Clarksburg, West

Virginia. The Government anticipates awarding one firm-fixed-price contract for the recurring services, with separately authorized as-needed repair and replacement work as described below.

This RFQ is not authorization to begin work.

This acquisition is being conducted as a 100% Small Business Set-Aside for commercial services in accordance with FAR Part 12 and FAR Subpart 13.5, as implemented by applicable

Department of Justice/Federal Bureau of Investigation FAR Overhaul deviations. The

Government intends to award a single Firm-Fixed-Price contract to the responsible quoter submitting the lowest-priced, technically acceptable quotation, provided the price is determined fair and reasonable.

Attachment 1, Statement of Work (SOW), Window Cleaning and Maint - SOW 09.17.2026, establishes the technical requirements. If an inconsistency exists between the solicitation and

SOW, the CO must resolve it by amendment before award.

2. Scope and Place of Performance

The work includes scheduled interior/exterior window cleaning; yearly window inspections;

window maintenance; emergency securing of damaged or broken openings; and repair/replacement work when specifically authorized. The SOW covers curtain wall, bullet-resistant, arched, sloped, and other window systems. Work is at the FBI CJIS campus in

Clarksburg, WV.

Recurring cleaning: once annually at the Biometrics Tech Center (BTC), Visitors Center, Service Center, Police Services Building, and Daycare Center; twice annually at the CJIS

Main Building. Annual inspection: CJIS Main Building and BTC. Campus-wide emergency response: within 24 hours of notification, including the Visitors Atrium. The SOW also requires specified high dusting and hanging-light cleaning.

4. Contract Line Items and Pricing

Offerors shall complete Attachment 2, Price Schedule, for scheduled recurring window cleaning and annual inspections. Offerors shall also quote fully burdened hourly labor rates for emergency response services for each contract period using the Emergency Hourly Rate

Schedule. No estimated emergency hours, repair quantities, or replacement costs are solicited.

Emergency hourly rates are separate from annual firm-fixed-price CLINs.

CLIN series Description Pricing basis

0001 / 1001 / 2001 / 3001 /

Scheduled window cleaning and associated

SOW cleaning/high-dusting tasks

Annual firm-fixed price, each period

0002 / 1002 / 2002 / 3002 /

Annual window inspection and findings report

Annual firm-fixed price;

include inspection day rate in supporting schedule

References in Attachment 1 (SOW) to pre-award unit prices for repairs and replacements are superseded for solicitation pricing purposes. No estimated repair or replacement cost or quantity is requested. Emergency labor hourly rates, however, MUST be quoted with the initial quotation.

As-needed repairs and replacements shall be priced on a case-by-case basis after the Government identifies the requirement. Emergency services are not included in annual FFP CLINs. The contractor must be available to respond within 24 hours of Government notification to secure damaged or broken window openings. Offerors shall submit fully burdened emergency labor hourly rates with their quotations. Before any emergency or repair work is performed, the CO must issue written authorization and establish funding; the emergency response requirement does not itself authorize unfunded work. The Government will request an event-specific quote showing estimated hours by labor category at the quoted rates, equipment, materials, and other applicable charges. No minimum volume of emergency or repair work is guaranteed.

5. Instructions to Quoters

Submit one electronic quotation by 11/24/2026 by 10AM, Eastern Time. Quote shall remain valid for 60 calendar days. Clearly identify RFQ number, legal business name, UEI, CAGE code, address, contact information, and SAM registration status.

Volume I — Technical quotation

A. Technical approach: describe the planned cleaning schedule and methods, inspection and reporting approach, quality control, and capability to secure broken window openings within 24 hours of notice. Address specialized glass and access conditions in the SOW.

B. Safety and access: provide a site-specific fall protection/anchoring concept, equipment inventory with widths and loads, personnel safety qualifications, protection of occupants and landscaping, and coordination plan for CJIS Safety review. No proposed method may presume use of Government anchor points where none exist.

C. Relevant experience: provide up to three examples of comparable occupied-facility window cleaning/inspection and glazing maintenance work, preferably involving elevated or specialized glazing, with customer contact, dates, scope, and approximate magnitude.

D. Staffing and management: identify responsible manager, staffing plan, subcontractors (if any), emergency point of contact, and plan to meet FBI facility access requirements. Do not include unnecessary personal identifying information in the quotation.

Volume II — Price quotation

Complete all base and option period prices and the separate unit-price schedule. Identify any assumptions or exclusions; exceptions to mandatory SOW requirements may result in an unacceptable quotation. Price all special option-year work in the applicable year. Provide fully burdened rates; do not assume additional reimbursement for travel or other direct costs absent

CO authorization.

6. Evaluation and Basis of Award – LPTA

The Government intends to make award to the responsible quoter submitting the lowest evaluated price among quotations determined technically acceptable, provided the price is fair and reasonable. The Government will not award additional credit for exceeding minimum technical requirements or conduct technical/price tradeoffs. The Government may seek clarifications as permitted by the applicable procedures and may make award without further exchanges.

Factor Rating Minimum acceptability standard

1. Technical approach Acceptable / Unacceptable Demonstrates a workable approach satisfying all recurring cleaning, inspection, reporting, and

24-hour response requirements.

2. Safety and access Acceptable / Unacceptable Addresses OSHA/ANSI fall protection, site-specific anchor constraints, nine-foot equipment-width limit, occupant/grounds protection, and safety review.

3. Relevant experience / resources

Acceptable / Unacceptable Shows capability and resources for similar window cleaning and specialized glazing maintenance work at the required scale.

4. Price Evaluated, not rated Complete base and four option-year pricing;

evaluated under stated methodology.

An unacceptable rating on any technical factor makes the quotation ineligible for award. The

Government will evaluate the sum of recurring cleaning and inspection firm-fixed prices for the base and all four option years to determine the lowest evaluated price. Quoted emergency hourly rates will be reviewed for reasonableness but, absent Government-estimated hours, will not be extended or included in the LPTA price ranking. The Government reserves the right to address unreasonable or unbalanced rates before award.

LPTA use must be supported by a separate acquisition-file determination addressing the applicable FAR Overhaul/agency-deviation restrictions and any special concerns regarding complex high-elevation or bullet-resistant glazing work.

7. Performance Administration

The contractor shall provide a report for each site visit showing date/time, problems, corrective measures, possible causes, and preventive recommendations. Annual inspections shall also include sealant/caulking quantities and locations, faulty unit types and locations, failure analysis, and proposed repair pricing. The COR inspects and accepts services within delegated authority;

only the CO may modify scope, price, terms, or authorize additional work.

Contractor personnel must meet FBI site access screening and security requirements in the SOW.

The SOW states that classified information and FBI information system access are not required.

The contractor shall coordinate schedules, protect Government property, remove debris, and comply with applicable safety and environmental requirements.

8. Questions, Site Visit, and Amendments

Submit written questions to ckesselman@fbi.gov no later than 2PM, Eastern Time on

11/13/2026. The Government may publish written consolidated answers as a reply to the questions. Oral statements do not amend the solicitation.

A site visit will be held on 9AM, Eastern Time on 11/04/2026, subject to CJIS visitor approval and security procedures. **For those who wish to attend the site visit, please submit a Visitor’s

Access Request (VAR) form. Once VAR approval is granted, please ensure each individual in attendance, presents a REAL ID at the time of arrival. This is the acceptable identification for site access. Quoters must not contact facility personnel directly regarding procurement matters unless authorized by the CO.
