About this opportunity

Defense Logistics Agency Energy seeks an Indefinite Delivery/Indefinite Quantity fixed-price contract with economic price adjustment for approximately 611.6 million U.S. gallons of bulk petroleum products to supply the Western Pacific and Middle East regions, with offers due April 30, 2026. There are no small business set-asides.

The three fuel products required are Naval Distillate F76 (183.56 million USG), Turbine Fuel Aviation JA1 (265.54 million USG, some requiring additives), and Turbine Fuel Aviation JP5 (130.77 million USG). Delivery spans multiple locations in Japan, South Korea, Guam, Diego Garcia, Australia, United Arab Emirates, Philippines, Qatar, and Djibouti through tanker, shallow draft tanker, barge, pipeline, railcar, and tanker truck. FOB destination tanker offers will not be accepted. The performance period runs January 1 through December 31, 2027, with a six-month extension option available.

Phase 1 qualification requires offerors to be a refiner/manufacturer, provide a Letter of Supply Commitment meeting responsibility standards, or demonstrate successful prior DLA Energy bulk petroleum contract performance within three years. Phase 2 evaluation uses lowest laid-down price combined with technical acceptability factors covering product specifications, quality assurance, and delivery performance. Price evaluation applies economic price adjustment using Platts commodity price indices (base reference date January 7, 2026) and incorporates the Bid Evaluation Model to calculate transportation, terminal service fees, additive costs, and laid-down prices across all delivery locations. Evaluation penalties apply for daylight-only berthing or loading (12-hour penalty) and Fujairah loading ports (48-hour penalty). Offers exclude any requiring vessel transit through the Strait of Hormuz.

Offerors must submit proposals through the mandatory Bulk Offer Entry Tool (OET), maintain active System for Award Management registration with valid CAGE codes, and acknowledge all solicitation amendments. Multiple awards are anticipated. The contracting officer is Christopher W. Clement. NAICS 324110; PSC 9130. Most recent amendment (0007, October 14, 2026) adjusted minimum parcel size for JA1 at Gunsan from 10,000 to 8,800 barrels and incorporated revised DFARS clauses on prohibition of Russian fossil fuel business operations (Deviation 2024-O0006, Revision 2).
