About this file
This is a Program and Solicitation Overview presentation for DLA Energy's Western Pacific (WESTPAC) bulk petroleum contract.
The solicitation (SPE602-26-R-0706) seeks suppliers for three fuel products required for military operations in the Western Pacific and Middle East regions: F76 (Navy Distillate) at 207.67 million gallons, JA1 (Aviation Turbine Fuel) at 266.39 million gallons, and JP5 (Aviation Turbine Fuel) at 137.57 million gallons. Delivery modes include tanker (FOB Origin only), shallow draft tanker, barge, tank truck, railcar, and pipeline. The contract is a Fixed Price Indefinite Delivery/Indefinite Quantity with Economic Price Adjustment, featuring a 75% minimum lift guarantee of total contract volume and multiple awards. The ordering period extends from contract award through December 31, 2027, with actual delivery occurring January 1 through December 31, 2027. This is full and open competition with no small business set-asides. Contracting Officer is Christopher W. Clement. The solicitation was issued March 31, 2026, with offers due April 30, 2026 at 10:00 AM EDT (Fort Belvoir, Virginia time), and awards expected in the first week of November 2026.
Evaluation uses a two-phase gated approach: Phase 1 screens for inherent capability (offeror must be a refiner/manufacturer, provide a qualifying supply commitment letter, or have held a DLA Energy bulk petroleum contract within three years); Phase 2 applies Lowest Price Technically Acceptable evaluation across technical acceptability subfactors covering supplies/pricing, specifications, inspection/acceptance, and delivery/performance, plus price evaluation using the Bid Evaluation Model. Pricing uses prior 10-day average escalators with default escalators for each product (Platts Jet Kero FOB Singapore for JP5/JA1; Platts Gasoil 10ppm FOB Singapore for F76), with evaluation factors applied to uncommon escalators. Contractor responsibility determinations include pre-award surveys potentially requiring 30-45 days. JCCS vetting (required for CENTCOM locations) and AFRICOM Vendor Vetting System may apply. Trade Agreements Act compliance determination follows final pricing round with DLA Commander waiver approval authority.

PRICING
• Fixed Price with Economic Price Adjustment
• Economic Price Adjustment Explained o Price Escalators = Published prices used to adjust contract prices over time
(allows prices to fluctuate with the market) o Base reference price = Escalator price on the base reference date (1/7/26) o Offer price - Base reference price = Margin o Invoice price = Reference price on lift date + Margin

• DEFAULT ESCALATORS
o Published price we believe most accurately reflects price movements for that product in the specified location o WESTPAC escalators are Prior 10-Day Averages
Average of the 10 published prices preceding the date of delivery
The 10-day average $/barrel price is rounded to 2 decimal places, and then divided by 42 to convert it to $/gal

• Evaluation factors – Why?
• Evaluate offers based on the relationship of the uncommon escalator and the default escalator for a 12-month period
• Looking at full 12-month average for the comparison allows us to see the "normal" relationship between the two escalators
• Used only for price evaluation – Will not be factored into invoice prices once contract performance begins
