About this opportunity

The Defense Logistics Agency Energy is procuring bulk petroleum products for the Western Pacific and Middle East Regions through the WESTPAC Purchase Program. The procurement covers three fuel types: Fuel, Naval Distillate (F76), Turbine Fuel, Aviation (JP5), and Turbine Fuel, Aviation (JA1), with delivery via tanker, shallow draft tanker, barge, tanker truck, railcar, and pipeline throughout the delivery period of January 1, 2027, through December 31, 2027. The agency will employ a phased selection process in which offerors must meet minimum Phase 1 requirements to advance—specifically, they must be a refiner/manufacturer, provide a Letter of Supply Commitment meeting L3 Supplement standards, or have successfully held a DLA Energy Bulk Petroleum Products contract within the past three years. Offerors failing Phase 1 will be notified with no opportunity for negotiation or proposal revision. The pre-solicitation notice was posted on February 10, 2026, with a pre-solicitation comment period deadline of March 31, 2026, and offers must be submitted in English and U.S. dollars through the Offer Entry Tool on sam.gov under solicitation number SPE602-26-R0706.

This procurement carries no small business set-aside designation. The estimated quantities for the three fuel products are substantial: 178,617,000 U.S. Gallons of F76, 96,924,000 U.S. Gallons of JP5, and 175,790,000 U.S. Gallons of JA1 (with some requiring additives), for a combined estimated total of approximately 451.3 million gallons. No incumbent contractors are identified in the pre-solicitation notice, and specific award values or budget ranges are not disclosed at this stage. Delivery modes exclude FOB destination tanker offers, and the agency has indicated that requirements may increase during the delivery period and be met through supplemental solicitations tied to this procurement. The primary point of contact for this opportunity is Yuliya Kent at Yuliya.Kent@dla.mil, with the contracting office located at Defense Logistics Agency Energy in Fort Belvoir, Virginia.
