About this file
This is Amendment 0007 to Solicitation SPE602-26-R-0706, issued by DLA Energy on October 14, 2026, for the procurement of bulk petroleum products. The amendment is effective immediately and does not extend the offer receipt deadline.
The amendment modifies Section B (Supplies or Services and Prices and Cost) to revise the minimum parcel size for Turbine Fuel, Aviation, JA1, 1.1H (Item T0007, SPLC 990003270, DFSP Gunsan2) from 10,000 barrels to 8,800 barrels. Additionally, the amendment updates Section I (Contract Clauses) and Section K (Representations, Certifications, and Statements) by deleting and replacing DFARS 252.225-7966 and 252.225-7967 regarding prohibition of Russian fossil fuel business operations. The revised clauses incorporate Deviation 2024-O0006, Revision 2 (February 2024), which define business operations and fossil fuel company activities, establish prohibitions on contracting with entities majority-owned by Russian government authorities or Russian fossil fuel companies, and include specified exceptions for price-capped shipments, pre-December 22, 2023 contracts, Ukraine-related activities, and suspension or termination of operations. The contractor must flow down the substance of these clauses to all subcontracts and contractual instruments. All other terms and conditions of the original solicitation remain unchanged.
