The U.S. Army Corps of Engineers, Walla Walla District, is soliciting diving and underwater inspection services for Walla Walla and Portland Districts on a women-owned small business set-aside, with proposals due September 2, 2026, at 10 a.m. PDT.

This is an indefinite quantity, single award task order contract (SATOC) with a base year running September 18, 2026, through September 17, 2027, plus four one-year option periods and one six-month extension, extending through March 18, 2032. Solicitation number W912EF26QA059 requires firm fixed pricing on a unit-price basis for diving services at USACE hydroelectric facilities and navigational locks, including minor maintenance work such as welding, concrete repair, bolt and cable replacement, and installation of small underwater components.

Place of performance is Walla Walla, Washington, with work conducted at multiple dam sites in the Walla Walla and Portland Districts spanning Washington and Oregon. Divers must hold current commercial certifications and first aid, CPR, and emergency oxygen systems certifications for at least five employees. The contractor must maintain a qualified diving team capable of mobilization within 48 hours and 24/7 operations, equipped with surface-supplied air capability, a Class II or III HD ROV with 400-foot umbilical minimum, dual-lock recompression chamber to 165 feet saltwater equivalent, and USCG-certified dive vessels. Working depths range from zero to 200 feet. All personnel must complete antiterrorism Level I training and pass E-Verify employment verification.

Award will be made to the responsible offeror with the lowest evaluated price meeting acceptability standards. Evaluation criteria are price (evaluated using the sample task order), safety (demonstrated by zero OSHA fatalities in the past five years with required Safe Practices Manual submission per EM 385-1-1), and past performance (relevant experience with USACE or government hydroelectric or lock structures within the past five years, submitted on the Offeror Experience Form). Service Contract Labor Standards apply; contractors must comply with prevailing wage determinations under collective bargaining agreements, including Executive Order 13706 paid sick leave (one hour per 30 hours worked, up to 56 hours annually). The NAICS code is 561990, All Other Support Services; the PSC code is J036. Amendment 0003, issued August 25, 2026, extended the response deadline from August 26 to September 2 and updated the Sample Task Order.
