Summary

This document is an IDIQ (Indefinite Delivery, Indefinite Quantity) Unit Price Schedule for underwater dive services procured by the U.S. Army Corps of Engineers (USACE) for the Walla Walla and Portland Districts. The contract, designated NWW-NWP-FY26-31, provides diver-directed emergency and time-critical underwater services with a base year and four option years. The contract serves two geographic regions: the Walla Walla District (covering seven dam sites including Dworshak, Lower Granite, Little Goose, Lower Monumental, Ice Harbor, McNary, and Lucky Peak) and the Portland District (covering multiple sites in Oregon including Bonneville, The Dalles, John Day, and various Willamette River Basin facilities).

The pricing schedule specifies unit prices for various dive services organized by crew configuration, depth, and equipment requirements. Services include basic dive days using surface-supplied air with five-person crews (standard depths to 50 feet, or per-foot pricing for depths from 51-200 feet), additional qualified divers, six and eight-person crew configurations with NITROX/mixed gas systems, penetration dives into confined spaces, remote-operated vehicle (ROV) operations, dive boat rentals, modular float mobilization and demobilization, pilebuck crews, and various overtime rates for specialized personnel. Support services include welding supplies, ROV pilot/operator crews, equipment rental fees, and additional equipment markup percentages. Travel costs follow Joint Travel Regulations for air transportation (economy/coach), auto mileage reimbursement, and per diem allowances, applicable only to multi-day assignments. Each task order includes one mobilization and demobilization charge regardless of duration.
