About this file

This is a Sample Task Order for cost comparison purposes that specifies dive operation requirements for turbine intake transducer inspections at two U.S. Army Corps of Engineers (USACE) dam facilities. The contract covers underwater inspection work at Lower Monumental Dam in Walla Walla (September 21-23, 2026) and John Day Dam in Portland (September 28-30, 2026), with no installation or construction tasks to be performed.

The scope requires a five-person surface-supplied air diving team (non-diving Dive Supervisor, two working Divers, one Standby Diver, and one Tender) plus one additional Qualified Diver for an 8-hour workday. Work is scheduled Monday-Wednesday with one dive evolution per day. The contractor must mobilize and demobilize all personnel, dive equipment, decompression chamber, and support gear, including workboat transport, launch, and recovery. The workboat must accommodate the dive crew and two USACE personnel, carry all equipment, provide a stable SSA working platform, have sufficient freeboard, and adequate horsepower for river navigation. Services include Day 0 mobilization with predive brief and equipment checks; Day 1 deep inspection at 146 feet with transducer assessment and high-resolution video documentation; Day 2 supplemental deep inspection at 146 feet with reinspection of problem areas and additional documentation (including 2 hours of Dive Supervisor overtime); Day 3 shallow inspection at 40 feet focusing on cable routing and final verification; and Day 4 demobilization with post-operation inspections and reports. Specific line items are designated for cost comparison at each location.
