About this file
This is a Register of Wage Determinations under the Service Contract Act issued by the U.S. Department of Labor's Wage and Hour Division. The document establishes mandatory wage rates and fringe benefits for employees performing services on Department of the Army contracts for diving services across Idaho, Oregon, Washington, and Wyoming on a statewide basis.
The wage determination applies to contractors performing work under two collective bargaining agreements: the agreement between Inland Northwest AGC and The Western States Regional Council of Carpenters (effective June 1, 2025 through May 31, 2028) and the agreement between Western States Association of Union Contractors and The Western States Regional Council of Carpenters and Affiliated Local Unions (effective June 1, 2024 through May 31, 2028). Contractors must pay employees according to the wage rates and fringe benefits specified in these collective bargaining agreements. The document also notes that Executive Order 13706 regarding paid sick leave applies to contracts awarded on or after January 1, 2017, requiring contractors to provide one hour of paid sick leave for every 30 hours worked, up to 56 hours annually. Additionally, Executive Order 13658 applies to contracts awarded between January 1, 2015 and January 29, 2022 that have not been renewed or extended after January 30, 2022, establishing a minimum wage rate of $13.65 per hour (or the applicable wage determination rate if higher) from May 11, 2026 through December 31, 2026.
