About this file
This is a Sample Task Order for cost comparison purposes only, detailing dive operation specifications for underwater inspection of turbine intake transducers at two U.S. Army Corps of Engineers (USACE) dam facilities. The work is scheduled for Lower Monumental Dam in Walla Walla, Washington (September 21-23, 2026) and John Day Dam in Portland, Oregon (September 28-30, 2026). The contractor will conduct a three-day underwater inspection at each site with no installation or construction tasks involved, operating Monday through Wednesday with one dive evolution per day.
The scope requires surface-supplied air diving operations consisting of one deep dive to 146 feet and one shallow dive to 40 feet, utilizing a five-person diving team including a non-diving Dive Supervisor, two working Divers, one Standby Diver, and one Tender, with an additional Qualified Diver added for basic 8-hour workdays. Specific schedule line items are identified for cost comparison for each location and activity phase: mobilization/demobilization, Day 0 predive preparation, Day 1 deep inspection, Day 2 supplemental deep inspection with assumed 2 hours of Dive Supervisor overtime, and Day 3 shallow inspection and final verification. The contractor must provide a workboat capable of accommodating the dive crew and two USACE personnel, carrying all equipment, providing a stable surface-supplied air working platform, maintaining sufficient freeboard, and possessing adequate horsepower for river navigation. Mobilization and demobilization are excluded from dive day calculations, with each task order charged only one mob/demobilization fee regardless of duration.
