About this file

This is a Wage Determination document issued by the U.S. Department of Labor under the Service Contract Act, applicable to Department of Army contracts for diving services in Idaho, Oregon, Washington, and Wyoming.

The wage determination (No. 2023-0056, Revision 4, effective 04/16/2025) establishes minimum wage requirements based on contract award dates and Executive Order applicability. For contracts entered into or renewed/extended on or after January 30, 2022, Executive Order 14026 applies, requiring contractors to pay covered workers at least $17.75 per hour (or the applicable wage rate listed, if higher) for all hours spent performing on the contract in 2025. For contracts awarded between January 1, 2015 and January 29, 2022 that have not been renewed or extended after January 30, 2022, Executive Order 13658 applies, requiring a minimum of $13.30 per hour (or the applicable wage rate, if higher) in 2025. The determination incorporates three collective bargaining agreements with carpenters' councils in the Pacific Northwest region, effective through dates ranging from May 31, 2025 to May 31, 2028, which establish wage rates and fringe benefits that must be paid to covered employees. Additionally, Executive Order 13706 requires contractors to provide one hour of paid sick leave for every 30 hours worked, up to 56 hours annually, for use related to employee or family member illness, preventive care, or domestic violence/sexual assault situations. The applicable Executive Order minimum wage rate adjusts annually.
