About this opportunity

The Department of the Air Force, 11th Contracting Squadron, seeks a small business contractor to provide VIP Furniture Management services—comprising Furnishing Management Services, Moving Services, and Dry Cleaning Services—for a five-year period from September 30, 2026, through September 29, 2031, with responses originally due September 24, 2026 (deadline has passed as of the current date of September 21, 2026).

This is a 100% small business set-aside with an applicable size standard of $47 million, classified under NAICS 561210, Facilities Support Services. Place of performance is Washington, DC (Joint Base Anacostia-Bolling and Joint Base Myer-Henderson Hall), supporting 43 privatized general and flag officer homes. The government furnishes a 3,996 square-foot warehouse with one loading dock, a climate-controlled showroom, and office space in Building A-121.

Core requirements include preventive maintenance on furnishings, equipment, and appliances; quarterly ice maker maintenance with parts costs capped at $250 per unit annually; minor repairs under $250 per item; semi-annual inventory with 98% accuracy; delivery and pickup within two-hour windows; and proper disposal of damaged items per EPA requirements. Contractor personnel must perform 40 hours weekly (Monday–Friday, 0730–1630), maintain no more than 10% employee turnover, and keep no positions vacant longer than two working days. Contractors must provide labor, vehicles (minimum 10-foot moving truck with valid CDL), tools, and supplies. Service Contract Labor Standards apply under Wage Determination 2015-4281 (Warehouse Specialist 21410 or Furniture Handler 09040).

The incumbent contractor under previous contract FA7060-21-C-0030 provided minimum staffing of one full-time and one part-time employee. Government estimates 45+ moves annually (20+ furniture pieces per move) and approximately 31 drape panels per home annually for dry cleaning.

The government intends to award a single firm-fixed-price contract. Evaluation weights Past Performance as the most important factor, followed by Technical Capability and Price. Offerors must submit technical capability (maximum 20 pages), past performance (up to three prime contractor references), and a completed pricing schedule worksheet. All offerors must maintain active SAM.gov registration. The Contracting Officer is James Carnes (james.carnes.2@us.af.mil) and Contract Specialist is J. Brandon La'Pierre (jerome.lapierre.1@us.af.mil).
