About this opportunity
The U.S. Fish and Wildlife Service seeks commercial office packing and moving services to relocate its South Dakota Ecological Services Office, with quotes due November 30, 2026. The procurement is a Total Small Business set-aside under Solicitation 140FF027Q0041, classified under NAICS 484210, Used Household and Office Goods Moving, with a $34 million size standard.
The contractor moves approximately 3,500 square feet of office and garage contents from 420 South Garfield Avenue, Suite 40, Pierre, South Dakota 57501, to a government-designated storage facility in or near Pierre. The firm-fixed-price period of performance begins no earlier than February 15, 2027, and must be completed by February 26, 2027.
The contractor furnishes all personnel, equipment, vehicles, tools, packing materials, and labor. Scope includes modular furniture, IT equipment, records, sampling equipment, and specialty items such as taxidermy and fish replicas. Modular furniture must be disassembled with labeled hardware. The contractor does not reassemble furniture, disconnect utilities, or dispose of property unless the government designates it. Hazardous materials are prohibited unless the contractor is properly qualified, licensed, and authorized; the government arranges separate hazardous-material services otherwise. Wage Determination 2015-5373, Revision 31, for Hughes County, South Dakota, applies, including health and welfare of $5.92 per hour.
To be eligible, offerors must submit two or three examples of prior work and disclose any anticipated subcontractors with their quotation. Quotes use Standard Form 1449. Site visits occur only on November 17 and 18, 2026, and must be scheduled with Lisa Zahn at 720-925-1363 or lisa_zahn@fws.gov. The solicitation describes a site visit as highly encouraged and expected for realistic offers. Award is a trade-off evaluation considering technical requirement conformance, past experience and prior work, technical capability, and price, with no weights stated. FWS SAT Team 2, Falls Church, Virginia, administers the solicitation. Contracting Officer Jeremy Riva is the primary point of contact at 303-535-4788 or jeremy_riva@ios.doi.gov.
