About this file
This file contains vendor questions and answers for federal contract opportunity FA7060-26-R-0016, a VIP Furniture Management Services requirement. The document addresses 108 questions submitted by prospective contractors regarding contract scope, staffing, facilities, pricing, and operational requirements.
The contract covers three primary service areas: Furnishing Management Services (CLIN 0001), Moving Services (CLIN 0002), and Dry Cleaning Services (CLIN 0003), structured as firm fixed price (FFP) monthly payments with no separate reimbursement for materials or parts. The requirement supports 43 privatized general and flag officer homes at Joint Base Anacostia-Bolling (JBAB) and Joint Base Myer-Henderson Hall (JBMHH), with an estimated annual household move volume of 45+ moves, each potentially including 20+ furniture pieces, and approximately 31 drape panels per home annually for dry cleaning. The contractor must provide all labor, vehicles (minimum 10-foot moving truck with valid CDL required), material handling equipment, tools, supplies, and moving equipment. The Government furnishes a 3,996 square-foot warehouse with one loading dock, a climate-controlled showroom, and office space with internet connectivity, all located in Building A-121. The contract requires dedicated full-time staff capable of frequently climbing ladders and lifting up to 50 pounds; historically 2-3 laborers have supported the requirement. Service Contract Labor Standards apply under Wage Determination 2015-4281, with primary labor classifications being Warehouse Specialist 21410 or Furniture Handler 09040. The incumbent contractor under previous contract FA7060-21-C-0030 provided minimum staffing of one full-time and one part-time employee. The base period begins September 30, 2026, with four optional one-year periods; responses were due September 21, 2026. No pre-proposal conference, site visit, or mandatory walkthrough was scheduled. No performance or payment bonds are required, but contractors must maintain appropriate insurance prior to performance start. Subcontractor utilization is permitted, and FAR 52.219-14 similarly-situated entity arrangements apply.

VENDOR QUESTIONS
1. Incumbent Contractor and Staffing
Please provide the name of the incumbent contractor and current contract number. If available, please also provide the current staffing structure supporting the requirement, including the number of personnel/FTEs and position titles. Additionally, has the Government established a minimum staffing level or specific positions that must be maintained under the follow-on contract?
Response: The previous contract number is FA7060-21-C-0030. At minimum the existing vendor provides one full-time and one part-time personnel. Each vendor should propose enough personnel to support services outlined in the Performance Work Statement (PWS) and attachments.
2. Incumbent Contractor Orientation/Transition Costs PWS states, the current contractor will assist by orienting assigned employees of the succeeding contractor during the final 30 days of the current contract, if directed by the Contracting Officer. Please clarify how the costs associated with this transition/orientation period will be handled. Will the Government compensate the incumbent contractor separately for providing the orientation, or is any portion of the orientation/transition cost expected to be borne by the succeeding contractor?
Response: The succeeding contractor will not provide compensation to the incumbent contractor for orientation/transition cost. The turnover functions are minimal and can be completed during a standard workday within the last 30 days of the contract period.
The Government will not provide additional compensation. All vendors should provide pricing based on the Pricing Matrix attachment provided. Reference PWS Section VI, paragraph 6.5, Transition-Out Plan, vendor is expected to transition within 30 days.
3. Warehouse and Showroom Facilities We understand that the contractor is responsible for providing the transportation, moving equipment, tools, supplies, materials, and other resources necessary to perform the requirement. However, the PWS references Government-owned inventory maintained in a warehouse and showroom and specifically identifies Bldg. A 121 warehouse located at DIA Access Rd SW, or another JBAB location determined by the Government. Please confirm whether the physical warehouse and showroom facilities will be Government-furnished and made available to the contractor at no additional cost, or whether the contractor is responsible for obtaining and providing its own warehouse and/or showroom facilities.
Response: The warehouse and showroom are provided by the Government.
