This procurement is set aside for Total Small Business under NAICS 484210 (Used Household and Office Goods Moving), where the size standard is $34 million in average annual revenue.

Work encompasses moving, installing, assembling, and disassembling furniture and electronic equipment at Fort Drum and within a 100-mile radius surrounding the installation. Contractor personnel must be legal U.S. residents capable of communicating clearly in English, complete AT Level I awareness training within 30 calendar days of contract start, and obtain access credentials through Fort Drum's Physical Security Division, which conducts NCIC-III background checks and issues temporary passes or Local Access Badges valid for up to 365 days. The contractor must designate a Project Manager with full authority to manage daily operations and maintain phone availability during all work performance.

The estimated total value is $450,000, with individual BPA calls not exceeding $350,000. The contractor must accept the Government Purchase Card for calls up to $25,000; calls exceeding that threshold are paid through Wide Area Workflow (WAWF). BPAs will be evaluated annually and may remain in place for up to five years. Award evaluation considers price, socio-economic status, past performance where available, and technical capabilities. Interested parties must be registered and current in SAM with representations and certifications on file prior to BPA establishment.
