4.0 Addendum to 52.212-2, Evaluation – Commercial Products and Services

*** This Section Is For Solicitation Purposes Only. This Section Will Be Physically Removed From The Resultant Award. ***

4.1 Basis for Award

The government intends to award a single Firm-Fixed Price (FFP) Contract as a result of this solicitation. The government will assess the offeror’s quote on three (3) factors: (1) Technical Capability, (2) Past Performance, and (3) Total Price.

The government intends to select one contractor/offeror for this acquisition. However, the government reserves the right not to award a contract at all. This determination is based upon the quality of the proposals, prices submitted, and the availability of funds.

EVALUATION FACTORS FOR AWARD

The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is the most advantageous to the government, which includes price and other factors. Additionally, the government intends to make a trade-off determination with past performance as the most important factor. Although price is not expected to be the most significant factor in the selection of an offeror, the degree of importance of price as a factor could become greater depending upon the equality of the proposals. The government will make a subjective evaluation to determine if the offeror’s technical proposal, past performance and proposed price represents the greatest value to the Government. The following factors shall be used to evaluate offers:

1. Technical Capability

2. Past Performance

3. Price

1) EVALUATION OF TECHNICAL CAPABILITY

In accordance with RFO FAR 12.203, evaluation of this factor will assess the offeror's proposed approach and understanding of the requirements and risk of unsuccessful performance of the proposed approach to technical capability in accordance with the Performance Works Statement.

2) PAST PERFORMANCE

Evaluation of this factor will assess past performance information for a maximum of three (3) references in which offeror operated as prime contractors.

3) EVALUATION OF PRICING SCHEDULE

Evaluation of price will be performed using RFO FAR 12.204. The government will determine whether prices are reasonable, complete, and are not unbalanced.

Reasonableness. The government will determine price-reasonableness, primarily through competitive quotes/offers, to ensure prices are fair and reasonable.

Completeness. The government reserves the right to conduct exchanges with offerors, but exchanges are not anticipated or intended. Since exchanges are not anticipated or intended, the government requires complete quotes with respect to price. A complete quote will include all information required by this solicitation.

Unbalanced Pricing. Offerors should note that pricing will be carefully reviewed to detect whether quotes are unbalanced between line items, as well as unbalanced between periods. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more line-items is significantly over or understated as indicated by the application of cost or price analysis techniques. Unbalanced offers may be determined unacceptable.
