About this opportunity
The Air Force Sustainment Center seeks to establish an IDIQ contract for design, procurement, troubleshooting, and maintenance of video teleconferencing and audio-visual systems at Hill Air Force Base, with proposals due August 31 at 2:00 PM local time. The procurement is 100% small business set-aside under NAICS 541519, with a size standard of $34 million. Questions were due August 13 at 10:00 AM MDT; Amendment 0001 posted August 21 extended the proposal deadline from August 27 and updated the Performance Work Statement, Statements of Objectives, and posted a consolidated Q&A document (updated as of August 27).
Place of performance includes Hill Air Force Base, the Utah Test and Training Range, and Little Mountain Test Facility, all in Utah. The contract runs October 1, 2026 through September 30, 2032 (six years), with a minimum of $1,000 and maximum of $7 million. Six contract line items include preventative maintenance on three system tiers (2,376 months estimated at firm fixed price), engineering services (1,911 hours at firm fixed hourly rate), installation services (7,646 hours at firm fixed hourly rate), hardware and equipment (60 lots, not separately priced on the master IDIQ sheet), CDRLs (five lots), and a $1,000 post-award meeting. The incumbent is Applied Global Technology under contract FA820121D0004, with approximately 1 Tier 1, 23 Tier 2, and 10 Tier 3 systems anticipated at start. All contractor personnel must hold SECRET clearances or interim SECRET clearance and complete mandatory DoD training within thirty days. Implementation services require InfoComm CTS-D, CTS-I, or AVIXA CTS certification. Maintenance response times are 4 business hours for emergency issues, 2 business days for routine, and 3 business days for minor, with resolution required within 1, 5, and 7 business days respectively. All equipment must comply with DISA UC APL, NIAP, RMF, STIG/SRG, TAA/BAA, and FIPS 140-2/3 or NSA Type-1 encryption standards; CMMC Level 1 is required and sufficient. Evaluation uses Lowest Price Technically Acceptable methodology with technical proposals limited to 40 pages, assessed on acceptable/unacceptable basis across three elements: Maintenance Capability, Proposal to Satisfy Statements of Objective (including engineering approaches for Secure VTC and Microsoft Teams systems), and Logistics Support. A SECRET-level Facility Clearance is not required at prime contractor level; DD Form 254 will be issued via amendment, and the Government will not sponsor interim clearances.
