About this file
This is a Statement of Objectives (SOO) for the design, engineering, installation, and integration of a Microsoft Teams Video Teleconferencing (VTC) system at Building XXX, Room XX, Hill Air Force Base, Utah. The project scope encompasses system design and engineering for a 60' x 25' conference room, procurement of all necessary hardware and software, physical installation and integration into existing NIPR network infrastructure, security and performance testing, and delivery of training and documentation. Required components include one wall-mounted camera with zoom/panning capability, four wall-mounted 75" monitors, six ceiling-mounted speakers, and four ceiling-mounted microphones, all of which must integrate with a government-provided NIPR computer workstation.
The contractor must achieve six key operational objectives: implementing all applicable Risk Management Framework (RMF) security controls and DISA Security Technical Implementation Guides (STIGs) and Security Requirements Guides (SRGs) to maintain compliance; delivering HD or 4K video resolution with clear, echo-free audio; providing an intuitive user-friendly control interface such as touch panels; ensuring seamless interoperability with standard secure VTC endpoints using industry-standard protocols (SIP, H.323); designing a scalable architecture that allows for future expansion without complete system overhaul; and achieving high-availability architecture with robust error handling and rapid recovery mechanisms. Security is the paramount objective and requires adherence to FIPS 140-2/3 compliance, TEMPEST standards, and strict authentication mechanisms for system administrators and end-users. Deliverables include a comprehensive System Design Document, fully configured hardware and software installed on-site, a Site Acceptance Test Report documenting all functional and security testing results, Operations and Maintenance manuals, and training sessions for both end-users and technical staff.

Statement of Objectives (SOO)
Building XXX Rm XX
Microsoft Teams Video Teleconferencing (VTC) System
1. Purpose
This Statement of Objective (SOO) outlines the requirements for the design, engineering, installation, and integration of a NIPR Microsoft Teams Video
Teleconferencing (VTC) system. The expected result purchase and installation of a turnkey, state-of-the-art communication solution meeting DoD Cyber-security protocols while providing high-quality, reliable, and user-friendly audio-visual capabilities.
2. Background
To support critical operations and facilitate collaboration among internal and external stakeholders, a modernized, VTC system is required.
3. Scope
The scope of this project includes:
• System Design & Engineering: Development of a comprehensive Microsoft
Teams VTC system for Room XXX, a 60’ x 25’ conference room in building XXX, Hill AFB UT. The system shall integrate with government-provided NIPR computer workstation. (see attached diagram)
• Required Components:
• Wall-mounted camera capable of zoom/panning
• Four (4) wall-mounted 75” monitors
• Six (6) ceiling-mounted speakers
• Four (4) ceiling-mounted microphones
• Procurement: Sourcing all necessary hardware, software, and licenses required to support the system.
• Installation & Integration: Physical installation, cabling, and seamless integration of all components into the NIPR network infrastructure that currently exists in room XXX.
• Testing & Validation: Security and performance testing to ensure the system operates as required.
• Training & Documentation: Delivery of user manuals, administrator documentation, and hands-on training for staff.
4. Key Objectives
The contractor shall design and implement a system that achieves the following operational objectives:
• Cybersecurity and Information Assurance: Protect the system by implementing all applicable Risk Management Framework (RMF) security controls and hardening all hardware, software, and network components in strict accordance with relevant Defense Information Systems Agency (DISA)
Security Technical Implementation Guides (STIGs) and Security Requirements
Guides (SRGs) to maintain a robust, defensible, and compliant posture.
• Exceptional Audio/Video Quality: Deliver high-definition (HD) or 4K video resolution and clear, echo-free audio to ensure natural and effective communication.
• Intuitive User Experience: Provide a user-friendly control interface (e.g., touch panels) that allows personnel to easily initiate, manage, and terminate secure conferences.
• Interoperability: Ensure the system can seamlessly connect with standard secure VTC endpoints and bridges used by partner organizations, adhering to industry-standard protocols (e.g., SIP, H.323).
• Scalability and Flexibility: Design the architecture to allow for future expansion, software upgrades, and the addition of new endpoints without requiring a complete system overhaul.
• Reliability: Achieve a high-availability architecture, including robust error handling and rapid recovery mechanisms.
5. Security Requirements
Security is the paramount objective of this project. The system must natively support secure operations through:
• Compliance: Adherence to all relevant organizational, national, or defense-related security standards (e.g., FIPS 140-2/3 compliance, TEMPEST, DISA
STIGs/SRGs, RMF security controls, etc.)
• Access Control: Strict authentication mechanisms for system administrators and end-users.
6. Deliverables
The following high-level deliverables are expected upon project completion:
1. Comprehensive System Design Document (SDD): Including network topology, hardware schematics, and software configurations.
2. Procured and Configured Hardware/Software: Fully functional and securely configured VTC equipment installed on-site.
3. Site Acceptance Test (SAT) Report: Documentation proving the system passes all functional, performance, and security testing parameters.
4. Operations and Maintenance (O&M) Manuals: Detailed documentation for system administrators.
5. Training Sessions: Conducted for both end-users (basic operation) and technical staff (troubleshooting and maintenance).
