About this opportunity

Fermi National Accelerator Laboratory, operating under the Department of Energy, is soliciting proposals for vibrational rotational analysis services to evaluate the mechanical condition, reliability, and performance of rotating equipment using industry-standard vibration analysis techniques compliant with ISO 10816/20816, ISO 7919, and API standards. The subcontractor must provide all labor, materials, equipment, and supervision necessary to conduct vibration inspections on approximately 180 pieces of rotating equipment including centrifugal pumps, motors, fans, blowers, compressors, gearboxes, turbines, and coupled machine trains. Key qualifications include a minimum of five years of HVAC industry experience, Real ID compliance for onsite work, and capability to perform monthly site visits with time-variant schedules based on equipment type. Evaluation criteria are split equally between technical factors (experience with Trane CenTraVac centrifugal chillers, technical support and emergency response capabilities, and key personnel qualifications) and price, with past performance also considered. The original proposal due date of April 22, 2026, was extended twice by amendments, with the final deadline set for May 1, 2026, at 5:00 PM CST; questions regarding solicitation clarification were due by April 8, 2026.

This is an unrestricted acquisition with no small business or other set-aside designations applied. The contract is structured as a firm fixed-price arrangement with a base year plus four option years, running from May 4, 2026, through May 3, 2031, and pricing is submitted as a lump sum for each period. The place of performance is the Central Utility Building at Fermi National Accelerator Laboratory in Batavia, Illinois, with work encompassing equipment located across multiple facility buildings and external locations such as Casey's Pond, Fox River, Swan Lake, and various specialized research facilities. The subcontractor must maintain comprehensive insurance including $1,000,000 commercial general liability per occurrence, $1,000,000 automobile liability combined single limit, and workers' compensation with statutory limits plus $1,000,000 employer's liability, all with A.M. Best ratings of A, VII or higher. Service Contract Act prevailing wage rates apply as specified in wage determination documents for Illinois counties, and the subcontractor must comply with extensive federal requirements including export controls, equal employment opportunity, cybersecurity provisions, and DOE security clearance procedures for site access.
