About this file
This document is a Questions and Answers (Q&A) amendment for federal contract 377978 regarding Vibration Rotational Analysis Services. The amendment addresses 12 potential offeror questions and responses clarifying project scope and requirements.
Key project details include: approximately 180 pieces of rotating equipment subject to change upon completion of PIPII, comprising both vertical and horizontal mounted water pumps, fans, and motors across multiple facility locations. The contractor must provide monthly site visits with time-variant schedules per the attached "Rotating Equipment Quarterly Inspection List 2026," deliver vibration data and analysis reports, and utilize their own sensors, gateways, PLC, and SCADA systems. Equipment includes mixed motor types: dual-speed, fixed-speed, and variable frequency drive (VFD)-controlled motors. Most equipment is readily accessible for direct data collection; cooling tower fans present no impediment as their driving motors are located outside the towers, eliminating the need for remotely mounted accelerometers. Only existing vibration reports are available—no historical data. The client clarified that inspection frequency information and rotating equipment specifications are contained in the referenced "Rotating Equipment Quarterly Inspection List 2026" attachment rather than previously referenced exhibit designations in the Statement of Work.

Amendment 01: 377978, Vibration Rotational Analysis Services
Potential Offeror Questions
1) Can you advise if Fermi has their own Sensors and Gateways for this project, or will they require those as well (and if so, how many)? Fermi does not provide sensors or gateways for this project.
2) Will we be using your PLC and SCADA systems? Negative, contractor will use their own equipment.
3) Do you want data and report outs on the data? Yes.
4) Estimated number of assets/equipment to be analyzed? Around 180 pieces of equipment, subject to change once PIPII is done.
5) Type of rotating equipment included in the scope? Both vertical and horizontal mounted water pumps, fans and motors.
6) Expected duration of onsite work? Monthly visit, time variant for equipment. See attached document titled, “Rotating Equipment Quarterly Inspection List 2026.”
7) Will the work will be performed in a single location or multiple areas within the facility? Multiple locations throughout the site.
8) What is the availability of existing vibration data or historical records? Just reports, not data.
9) In the SOW (Exhibit 2) it says:
1. Vibration analysis shall be performed at frequencies indicated on Attachment A: FermiLab Rotating Equipment List."
There does not appear to be an "Attachment A: FermiLab Rotating Equipment List". There is an "Exhibit 3.Fermilab Rotating Equipment List.pdf", however the columns in the table in this document are:
Is the inspection frequency information in a different Exhibit?
10) We were unable to find the required service frequency. Could you please provide this or clarify how often the data collection should take place?
Both #9 and 10 should be answered by the attachment, “Rotating Equipment Quarterly Inspection List 2026.”
11) Is the prime mover for each machine single speed, multiple speed (slow, fast), or variable speed (VFD controller)?
We have all three types of equipment. Some motors are dual speed, some are fixed speed, and others are on VFDs.
12) Is the machine in a space where a man can safely walk up to it for data collection? For example, most cooling tower fans have a gearbox that is inaccessible and require permanently mounted accelerometers with cables routed to a junction box.
Most of the equipment to check is very accessible. As far as the cooling towers, the motors driving the fans sit outside the cooling tower where remote cables would not be needed to perform vibration analysis.
