About this file
This is a Statement of Work (SOW) for vibration analysis and condition monitoring services for rotating equipment at Fermi National Accelerator Laboratory (FermiLab) in Batavia, Illinois, a Department of Energy-owned facility operated by the Fermi Forward Discovery Group (FFDG).
The subcontractor shall perform vibration inspections on centrifugal and positive displacement pumps, AC/DC motors, fans, blowers, compressors, gearboxes, turbines, and coupled machine trains. Services include pre-inspection activities (equipment review, measurement point establishment, safety confirmation), vibration data collection in three axes using calibrated equipment, spectral analysis (FFT) and time waveform analysis to evaluate unbalance, misalignment, bearing defects, looseness, resonance, gear mesh issues, and electrical harmonics. All work must comply with ISO 10816/20816, ISO 7919, API 610, API 687, API 686, and OEM guidelines. The subcontractor shall deliver vibration measurement results, trend analysis, final inspection reports with severity ratings (Critical/Major/Minor/Normal), and corrective action recommendations. The estimated period of performance runs from May 4, 2026 through May 3, 2031. The place of performance is the Central Utility Building at Fermilab. All work must comply with client safety policies, OSHA regulations, lockout/tagout procedures, and PPE requirements. The FermiForward Subcontract Specialist is Seth Mercil (smercil@fnal.gov), and the FermiForward Point of Contact is Omar Guzman (ogarfias@fnal.gov). Specific equipment lists and inspection frequencies are provided in Attachment A, which is not included in this SOW template document.

PROJECT TITLE: Vibrational Analysis of Rotating Equipment FERMIFOWARD SUBCONTRACT SPECIALIST: Seth Mercil, smercil@fnal.gov FermiForward POINT OF CONTACT: Omar Guzman, ogarfias@fnal.gov COUNTY THAT WORK WILL BE COMPLETED IN: DuPage☒ Kane☒ Fermilab County Line
INTRODUCTION
In order to maintain the continued operation of onsite rotating equipment, FermiLab requires a subcontractor to evaluate the mechanical condition, reliability and performance of rotating machinery using industry-standard vibration analysis techniques. This Statement of Work (SOW) defines the scope, deliverables, responsibilities, schedule, and technical requirements for vibration inspection and condition monitoring services for rotating equipment at Fermi National Accelerator Laboratory (FermiLab) in Batavia, Illinois. The Fermilab site is 6,800 acres and is owned by the Department of Energy (DOE) and operated by the Fermi Forward Discovery Group (FFDG).
The subcontractor shall provide all labor, materials, equipment, and supervision necessary to perform the work indicated in the scope of work below. A Service Coordinator will be assigned to provide oversight of the project.
PROJECT OBJECTIVES
1. Assess the health and operating condition of rotating equipment.
2. Identify abnormal vibration levels, defects, or developing failures.
3. Provide actionable recommendations to prevent unplanned downtime of critical equipment.
4. Establish baseline vibration data for trend monitoring.
5. Ensure compliance with applicable industry standards (e.g. ISO 10816/20816, API 610, API 686, or OEM requirements as applicable).
SCOPE OF WORK
1. Covered Equipment
a. The service provider shall perform vibration inspections on the following types of rotating equipment (as applicable):
i. Pumps (centrifugal, positive displacement)
ii. Motors (AC, DC, variable-speed drive motors)
iii. Fans, blowers, and compressors
iv. Gearboxes and speed increasers/reducers
v. Turbines (if included)
vi. Coupled machine trains
vii. Other equipment identified by the FFDG
b. An itemized list of equipment is provided in Attachment A: FermiLab Rotating Equipment List.
2. Pre-Inspection Services
a. Review equipment list, operating conditions, prior vibration data, and maintenance history.
b. Establish measurement points for each machine.
c. Confirm access, safety requirements, and lockout/tagout (LOTO) per facility rules.
