About this opportunity
The United States Secret Service seeks quotes for preventive and corrective maintenance services on a 33-vehicle fleet, with quotes due September 10, 2026, at 7:00 AM EST. This procurement is a total small business set-aside under NAICS 811111 (General Automotive Repair).
Place of performance is Joint Base Andrews, Maryland, with work conducted primarily at the contractor's facility within a 30-mile radius of Andrews AFB. The contractor must provide mobile mechanic services with emergency response availability outside normal business hours.
The fleet comprises 32 vehicles spanning model years 2008 to 2027, including 21 heavy-duty trucks (Kenworth airbrake systems and Chevrolet C5500 chassis) and 12 medium/light-duty trucks (Ford and Chevrolet diesel), with four 2008 Chevy C-5500 and six 2027 Ford F650 A-Frame trucks operating on gasoline. These services consolidate historically fragmented purchase card transactions; there is no incumbent contractor. Preventive maintenance frequency is determined by Original Equipment Manufacturer intervals (such as quarterly); fluid changes are required only during OEM-specified intervals, not at every service visit.
The contract structure includes a 12-month base year plus three 12-month option years. Services are priced as scheduled preventive maintenance (FFP), corrective maintenance (FFUP with $6,000 minimum guarantee), and unscheduled repairs (T&M, with base-year allocation of $11,500). The estimated total contract value is $9 million over the base year and all option years.
Contractors must pass background checks (Tier 1/NACI minimum) and comply with Service Contract Act wage determinations (rates range approximately $15.47 to $61.08 per hour plus $5.92 hourly fringe benefits). A mandatory pricing template is attached. Evaluation criteria include proximity to Andrews AFB (pass/fail), technical approach, organizational past performance, and price, with non-price factors weighted more heavily than price. Questions and answers were posted September 8 and 9, 2026.
