About this file

This is a Questions and Answers document for RFQ 70US0926Q70092875 concerning Protective Equipment Fleet Maintenance and Fleet Optimization Consulting. The document addresses five clarifying questions posted between September 8-9, 2026, regarding the scope and pricing of preventive maintenance services for a fleet of 33 vehicles.

Key clarifications include: (1) these services were historically sourced through purchase cards and represent a new consolidation effort rather than an incumbent contract; (2) the quantity of 33 represents the total number of vehicles requiring preventive maintenance, with the number of PM services per vehicle annually determined by OEM intervals (e.g., every three months); (3) fluid changes are required only according to OEM intervals, not at every PM service; (4) for CLIN 0001 pricing, vendors should assume funding for preventive maintenance services on all 33 vehicles for the entire base-year performance period, with invoicing reflecting actual services provided, noting that the timing of delivery for 2026 Kenworth T-280s and 2027 Ford F-650s is uncertain but expected before the end of the base year; and (5) fluid-analysis sampling should be priced according to OEM intervals rather than annually or at each quarterly PM interval.

Question Answer

1 9/8/2026 General Is there any incumbent or is this a brand-new project? If yes, please provide the award number or if the customer bought similar services in the past.

These services were historically sourced through purchase cards. This is a new effort to consolidate those individual purchases.

2 9/8/2026 Section II:

Planned Award Line Item Structure;

Does the quantity of 33 represent one preventive-maintenance service per vehicle annually?

Quantity 33 represents the number of vehicles in the fleet that require preventative maintenance (PM). The number of PM services per vehicle per year should be determined by OEM intervals (e.g. every 3 months).

3 9/8/2026 SOW Section

1.4.1 Task 1:

Scheduled Preventive Maintenance

(PM);

Are fluid changes required during every PM or only according to OEM intervals?

No, fluid changes are not required every PM Service.

Fluid changes are required only during OEM intervals.

SOW Section

1.4.1 Task 1:

Scheduled Preventive Maintenance

(PM);

For CLIN 0001 pricing, should quoters assume that all 33 vehicles, including the 2026 Kenworth T-280s and 2027 Ford F-650s, will be available and require preventive maintenance for the entire base-year performance period? If these vehicles enter service after award, will the preventive-maintenance quantity or payment be adjusted based on their actual in-service dates?

The PO will include funding for preventative maintenance services for all 33 vehicles. The USSS is unsure when the Kenworths and 2027 Fords will be delivered but are currently expecting them before the end of the base year. Invoicing from the vendor will need to reflect actual services provided. The vendor should provide pricing for preventative maintenance on all vehicles for the entirety of the year.

5 9/9/2026 PM SOW Section

1.4.3 Task 3:

Best Practices

The SOW includes fluid-analysis sampling within the PM scope. Should contractors price fluid-analysis sampling once per vehicle

Fluid-analysis sampling should be annually completed according to the OEM intervals.
