About this opportunity
The U.S. Army Corps of Engineers, Philadelphia District is soliciting quotations for preventative maintenance and repair of heavy equipment for its Fort Mifflin Project Office, with quotations due November 23, 2026 at 5:00 p.m. Eastern as extended by Amendment 1. The procurement carries no set-aside and is structured as a firm-fixed-price, single-award IDIQ task order contract (SATOC) with a five-year base ordering period and no option years. The $1.0 million maximum ceiling carries a $5,000 minimum guarantee. The question period closed October 7, 2026.
Work is performed at nine locations across Pennsylvania, New Jersey, Delaware, and Maryland, including the Fort Mifflin Project Office in Philadelphia, Pennsylvania. Amendment 1 removed Wilmington North from the performance locations. The contractor furnishes all personnel, equipment, tools, materials, and supervision for 48 pieces of heavy machinery, including Caterpillar, Volvo, and John Deere excavators, dozers, loaders, articulated dump trucks, and a hydraulic crane. Preventative maintenance occurs every 250 operating hours across four PM levels per manufacturer manuals, using new original OEM parts. Emergency repairs require a 48-hour response for arrival and diagnosis. Heavy equipment technicians must maintain certifications. Work runs 7:00 a.m. to 3:00 p.m., Monday through Friday, excluding federal holidays, with outside-hours work coordinated with the COR. A Quality Control Plan is due within 30 days of award, and a certificate of insurance within five days.
Service Contract Act wage determination 2015-4215 covers New Castle County, Delaware; Cecil County, Maryland; and Salem County, New Jersey. Wage determination 2015-4197 covers Cape May County, New Jersey.
Evaluation uses four factors: Technical Approach (10-page maximum), Past Performance (3-5 contracts within the past five years in heavy-equipment maintenance and repair, with preference for formal performance evaluations), Small Business Participation (Small Business Participation Commitment Document and Subcontracting Plan, each 5 pages maximum), and Price. All non-priced factors combined are weighted equally to price. Past performance may include subcontractor experience supported by signed commitment letters. The Government anticipates award without discussions but reserves targeted communications with the apparent successful quoter. Quotations are submitted by email to Contract Specialist Tiffany Chisholm at Tiffany.Z.Chisholm@usace.army.mil. The NAICS code is 811310, and the PSC is J038.

Our equipment is currently composed of D6 Dozers, Excavators (tracks and pontoons), dump trucks (articulated). Without equipment to provide the necessary dirt work in these disposals’ areas, dredging assignments in the Delaware Harbor could not be accomplished. It is important that dredging and proper disposal activities of dredge materials is accomplished because it directly effects commerce and the safety of vessels transporting commodities and other resources to the ports.
