Update #2 ·
The Naval Sea Systems Command (NAVSEA) issues solicitation N00024-17-R-4403 for the execution of the USS TORTUGA (LSD 46) Fiscal Year 2018 (FY18) Modernization Period (MODPRD) Availability on the East Coast or Gulf Coast. The availability includes a combination of maintenance, modernization, and repair, and is expected to require a highly capable contractor with substantial facilities, to include a LSD 41 class capable pier and dry-dock as well as human resources capable of completing, coordinating, and integrating multiple areas of ship maintenance, repair, and modernization. The delivery date of the vessel is expected to be no later than 10 May 2019.
In accordance with the CNO's Homeport Statute, 10 U.S. Code 7299a(c), CNO availabilities with production periods estimated to be greater than 10 months are considered long-term and will be competed on a coast-wide basis, without limiting the place of performance to the vessel's homeport. As the production period for the FY18 MODPRD is greater than 10 months, the availability is competed on an East and Gulf Coast coast-wide basis. Based on the complexity, magnitude, and duration of the requirement, the Government's market research indicates there are not two or more small business concerns capable of competing for the requirement and therefore this procurement will not be set-aside for small business (FAR 19.502-2(b)).
The work package for the MODPRD will be made available to interested parties. In addition, the USS TORTUGA will be available to potential Offerors and Subcontractors for ship checks and reviews. Please see the RFP regarding instructions and procedures to obtain the work package and to request USS TORTUGA access. All interested parties should request work package CDs from Billy Castleberry, billy.castleberry@navy.mil, and Doug McCreary, douglas.mccreary@navy.mil.
All questions must be submitted no later than 3:00pm EDT, 14 July, 2017, in accordance with the RFP.
All responses must be received no later than 3:00pm EDT, 4 August, 2017, in accordance with the RFP.
The Government anticipates making a single award on or around 9 November 2017.
This solicitation is issued electronically via FedBizOpps.gov, Federal Business Opportunities (FBO), at http://fbo.gov and interested parties must comply with that announcement.
