| 111 | Please confirm the growth work estimate of 391,680 "hours" and $15,000,000 in "material" contained in the RFP represents the amount of growth work the Government expects during the USS TOTUGA EDSRA/MODPRD. These are the same AGR calculations estimates for the USS MAKIN ISLAND EDPMA. The two ships are different class ships with different estimates in mandays in the repair package from their respective Planning Yards, different modernization packages and different availability lengths. Can the Navy provide Industry the model that is used to calculate the AGR for each CNO Availability? | The growth work estimates in the RFP shall be updated with the following figures: 681,759 Hours and $11,107,501 material. | |
| 112 | Each Ship goes through a myriad of Assessments and Inspections during their Operational Cycle that are conducted by personnel in the Fleet Concentration Area. Are these assessments going to be conducted during the EDSRA/MODPRD or will they take place after the ship’s re-introduction Availability. |
• Afloat Training Group (ATG) Training and Assessments (Light Off Exam, Combat Systems Light off, NGFS Team Trainer, On-Board Aviation Fire Fighting Team Trainer, etc.)
• Aviation Certification (AVCERT) Team
• TYCOM and ISIC Crew Certification Team
• Total Ship Readiness Assessment (TSRA) Team
• Shipboard Corrosion Assessment Team (S-CAT)
• Shipboard Readiness Engineering Training & Support Teams (ERAT)
| • Combat Systems Readiness Assessment Team (CSRAT) | TORTUGA will be Operationally Ready at the conclusion of the EDSRA. The Ship will be subjected to all required assessments and certification Teams as normally performed during any previous EDSRA (EDPMA). | ||
| 113 | Can the Navy Provide the Manning Plan Sequence for the USS TORTUGA EDSRA? The proposed crew manning plan will be integrated into the Execution Testing Plan for the ship. Part of the execution plan will have Govt Testing oversight for QA Check Points. The LMA would like to know the sequence of crew availability to support the Check Points being inserted into the Integrated Schedule. | The crew is not required to attend check points, therefore this information is not required for bid. The GOVT expects approximately 50% manning by start of availability but this figure is subject to change. | |
| 114 | Were the requirments in Surface Force Readiness Manual (COMNAVSURPACINST/COMNAVSURFLANTINST 3502.3) taken into consideration in the training of the crew and the reactivation of the ship to meet Crew Certification requirments in the Interport Differential Costs? | Yes, the requirments in Surface Force Readiness Manual (COMNAVSURPACINST/COMNAVSURFLANTINST 3502.3) were taken into consideration in the Interport Differential. | |
| 115 | The Navy can now examine AIT costs between several homeports on like availability’s (ARLEIGH BURKE ESRA VS RAMAGE ESRA VS MITSCHER ESRA VS JP JONES ESRA). Has the Navy computed that Delta difference between the ports/FCAs/ Shipyards and has that been looked at in the Interport Differential Costs? | AIT costs are not included in the LSD46 Interport Differential Costs. The Navy doesn’t know 1) Who the successfully awarded AIT contractor(s) will be, 2) what the awarded AIT contractor’s footprint is in the ship’s homeport or 3) what the awarded AIT contractor’s footprint is in the potential out of homeport locations. Therefore, AIT travel requirements cannot be determined with reasonable certainty. |
The costs anticipated to be incurred on contracts for Alteration Installation Teams (AIT) shall not be considered in estimating the foreseeable costs of the contract for ship overhaul, repair, or maintenance that is the subject of the instant source selection. Title 10 U.S.C. 7299a (b) states: "In evaluating bids or proposals for a contract for the overhaul, repair, or maintenance of a naval vessel, the Secretary of the Navy shall, in determining the cost or price of work to be performed in an area outside of the area of the homeport of the vessel, consider foreseeable costs of moving the vessel and its crew from the homeport to the outside area and from the outside area back to the homeport at the completion of the contract." This statutory provision explicitly focuses its mandate of considering foreseeable costs to only those costs that relate to the moving of the vessel and its crew from the homeport to the outside area and from the outside area back to the homeport. Additionally, costs allocable to AIT contracts shall not be considered as foreseeable costs in the instant source selection because those AIT contract-related costs cannot be estimated with reasonable certainty in a timely manner for proper use in the instant source selection. Typically, the AIT contract/task order/delivery order has not been awarded at the time the ship repair solicitation is issued, the evaluation is started, or the source selection is completed. In those cases, the estimation of the AIT contract-related costs would be purely speculative because the identity, location, and resources of the AIT contractor are not known or knowable to the contracting officer in the instant source selection. Given Government Accountability Office guidance, the Navy is constrained to use estimates that can be made with reasonable certainty, rather than estimates based on mere speculation, when determining foreseeable costs for these purposes. See GAO B-229025, “Navy Ships: Evaluating Bids for Maintenance to Be Performed Away From Home Ports,” (February 28, 1989).
| 116 | Does the Interport Differential Cost include storage and shipping costs for material removed from the ship (top side radars, etc.) for the specific purpose of storage in the Fleet Concentration Area (FCA) while the ship goes to an alternate location for repair until their return? | The storage and shipping costs for material removed from the ship are both highly speculative and di minimus. Highly speculative because the cost for shipping is a competitive, continuously changing, market price based on numerous logistical factors beyond the Navy's control. Di minimus because the cost to ship within the homeport and to an out of homeport location are often not significantly different. | |
| 117 | Can the Navy show what variables and associated costs were entered into the model for the calculation of the Interport differential cost calculation? | The types of variables and associated costs used to calculate the IPD were presented at the NAVSEA Industry Day on 30 Nov 2016. The TORTUGA IPD utilizes a similar methodology for calculating the IPD. Specific values are considered sensitive and are not publicly disclosed.disclosed. | |
| 118 | The TORTUGA EDSRA is the most complex and intrusive modernization conducted to date with the HM&E and Combat Systems Modernizations all being conducted together in the avail window. The milestones have LDs associated with the events and many of those milestones will rely on Alteration Installation Teams (AITs) for execution and integration. The TORTUGA EDSRA has in excess of 120 changes planned for installation during this period that have to be integrated by the offeror. Can the POA&Ms /schedules of the outside AITs and organizations be provided to the offerors to measure the risk that will be associated with LDs? | The POA&Ms/schedules are provided on the eference Solicitation CD. Note that the POA&Ms are subject to changes/updates. | |
| 119 | Please indicate what port USS TORTUGA will do the Re-introduction Availability; will it be the homeport of record or the locale the EDSRA/MODPRD is being conducted? | TORTUGA will be Operationally Ready at the conclusion of the EDSRA. | |

| 122 | Contractor would like to request a breakdown of the Interport Differentials listed on page 82, Section L of the solicitation. Please include calculations for fuel cost, towing, berthing, travel and other components included in the calculation. | The breakdown of the IPD was presented at the NAVSEA Industry Day on 30 Nov 2016. The TORTUGA IPD utilizes a similar methodology for calculating the IPD. Specific values used in the calculations are considered sensitive and are not publicly disclosed. | |
| 123 | 233-14-002 | Contractor would like to request clarification on why there is no 009-09 on work item 233-14-002 but is included in sister item 233-12-012. Please advise. | 233-14-002 is Main Propulsion Diesel Engine Lube Oil and Jacket Water |
Thermostatic Valve clean and repair. 233-12-012 is 1B Main Propulsion Diesel Engine (MPDE); overhaul.
124 245-90-001 Paragraph 1.2, Location of Work, in the spec has the same location listed in 2 different paragraphs. Paragraph 1.2.9 and 1.2.20 both have the (2-63-1-L) PASSAGE location. There are 21 locations listed including this duplicate.
Should 1.2.20 be replaced by Chart Room (06-25-6-C) which is currently 1.2.21?
| This would eliminate the duplicate and reduce the number of locations from 21 to 20. | ERRATA TO BE ISSUED. | |||
| 125 | 120-10-013 | Errata no. 1 changed the repairs from clad weld to replacing plating. The sub paragraphs are still pertaining to clad welding. Also, 009-25 is not invoked in the specification for testing new welds. Are clad weld repairs still expected? If so, can spec be changed to reflect same? | ERRATA TO BE ISSUED ON WI 120-11-013. THE GOVT ASSUMES YOU ARE REFERRING TO WI 120-11-013. THERE IS NO WI 120-10-013 IN THE WORK PACKAGE. | |
| 126 | 233-10-009 | Location 1.2.2 is for Main Machinery Room Number 2, but the only equipment identified in 1.3 is for 1A and 1B MPDE Lube Oil Purifier Heaters. Paragraph 3.1 directs the Contractor to “remove the equipment listed in 1.3 and located in 1.2” and there is no equipment located in 1.2.2. Should there be additional equipment listed or should the second location be removed? | The question is answered on Errata 2. | |
| 127 | 512-11-002 | Paragraph 1.2.1 is showing the ventilation supply system (1-92-1) as the location of the Ventilation Duct Flange. We need to know the location for the ventilation duct flange. | ERRATA TO BE ISSUED | |
| 128 | 512-11-003 | Paragraph 3.2 is requesting the cleaning of vent systems (1.3.1 through 1.3.45). Please provide clarification on what work is to be done with the vent systems (1.3.46 through 1.3.155). | The question is answered on Errata 2. | |
