| Question | Work Item | Question | PM Answer |
| 1 | 120-11-017 | PARA 3.6.2 requires clad welding in tanks listed in para 1.2.4 thru 1.2.9. There are no tanks listed in these locations. Please provide the tank numbers that associated with these repairs. | ERRATA TO BE ISSUED |
| 2 | 120-11-013 | Item 120-11-013 has para 3.2.1 which requires 6 square feet of clad welding. This seems to be excessive whereas a 6 sq. foot insert would be more economical to accomplish. Is this requirement a mistake or is this the correct quantity of clad welding? | ERRATA TO BE ISSUED |
| 3 | VARIOUS | The numerical index that was provided has 5 less items than the items provided in the “Sneak Peek” adobe file The following items were also received that were not on the excel numerical index list: 150-90-001, 150-90-002, 168-80-002, 551-90-001 & 651-90-001. Also the 120-11-026 item number was on the numerical index but was not provided with a written spec. Will a new index with titles that match the specification attachment be provided in the future? | Use the posted solicitation for pricing. A second CD was issued on 5 June which is the solicitation package. |
| 4 | 584-41-003 | Paragraph 3.11 states to replace 10 SF of plating as identified in 3.6. Paragraph 3.6 does not have an inspection called out. Should the plate replacement be from the inspection called out in 3.3 and reported in 3.3.1? | ERRATA TO BE ISSUED |
| 5 | 612-90-001 | There is not an example of cable tags provided. Will one be provided? | Use standard work practices as required by NAVSEA STD ITEMS which also refers to Electric Plant Standard Methods. |

| 7 | 120-11-017 | Paragraph 3.1 states to power tool to bare metal the deck and bulkhead surfaces for the locations listed in 1.2.1 thru 1.2.9. |
1. Is it really the intent to have the very large areas listed in 1.2 to be power tooled to bare metal?
2. If the intent is to power tool areas for the NDT called out in 3.2, could the Government narrow the scope to a better defined area? For example paragraphs 1.2.2 thru 1.2.9 are adjacent spaces and therefore do not require all decks and bulkheads to be power tooled to bare metal.
3. After paragraph 3.1 is accomplished the only preservation remaining in this work item is for the newly installed plates. Will the Government allow all the bare decks and bulkheads to be preserved as new and disturbed surfaces?
| Paragraphs 3.9 and 3.10 provide a 009-32 Table and Line for the newly installed plates. Will the Government clarify which paragraph applies to what area of the newly installed plates? What paint system does the Government wish to apply to paragraph 3.6 thru 3.6.2.3 for the welding? | ERRATA TO BE ISSUED | |||
| 8 | 120-11-013 | Paragraph 3.2.1 which requires 6 square feet of clad welding. This seems to be excessive whereas a 6 sq. foot insert would be more economical to accomplish. | 9 | 120-11-017 | Paragraph 3.1 calls for power tool cleaning of the entire deck and bulkhead surfaces in the locations listed in 1.2.1 thru 1.2.9. | 14 | RFP Section C – Scope of Work | Paragraph 3.4 and the subsequent table of reports contain due dates of "D+30" and "A+74", however, these dates do not conform to the availability and docking period durations identified in attachment J-3 Execution Milestones. | |
| Does the Government intend to change "D+30" to read "NLT 20% of Docking Period" and change "A+74" to read "A+97" (20% of 487 day availability duration) in paragraph 3.4 and the subsequent table of reports? | The government is requiring reports noted as A+74 by A+74 and reports required by D+30 as D+30. This is in addition to the NAVSEA STD item requirements. | ||

The costs anticipated to be incurred on contracts for Alteration Installation Teams (AIT) shall not be considered in estimating the foreseeable costs of the contract for ship overhaul, repair, or maintenance that is the subject of the instant source selection. Title 10 U.S.C. 7299a (b) states: "In evaluating bids or proposals for a contract for the overhaul, repair, or maintenance of a naval vessel, the Secretary of the Navy shall, in determining the cost or price of work to be performed in an area outside of the area of the homeport of the vessel, consider foreseeable costs of moving the vessel and its crew from the homeport to the outside area and from the outside area back to the homeport at the completion of the contract." This statutory provision explicitly focuses its mandate of considering foreseeable costs to only those costs that relate to the moving of the vessel and its crew from the homeport to the outside area and from the outside area back to the homeport.
