TORTUGA QUESTION & ANSWERS ROUND #4
USS TORTUGA (LSD 46) Modernization Period (MODPRD) Bidders' Questions
QuestionWork ItemQuestionPM Answer
1120-11-017PARA 3.6.2 requires clad welding in tanks listed in para 1.2.4 thru 1.2.9. There are no tanks listed in these locations. Please provide the tank numbers that associated with these repairs.ERRATA TO BE ISSUED
2120-11-013Item 120-11-013 has para 3.2.1 which requires 6 square feet of clad welding. This seems to be excessive whereas a 6 sq. foot insert would be more economical to accomplish. Is this requirement a mistake or is this the correct quantity of clad welding?ERRATA TO BE ISSUED
3VARIOUSThe numerical index that was provided has 5 less items than the items provided in the “Sneak Peek” adobe file The following items were also received that were not on the excel numerical index list: 150-90-001, 150-90-002, 168-80-002, 551-90-001 & 651-90-001. Also the 120-11-026 item number was on the numerical index but was not provided with a written spec. Will a new index with titles that match the specification attachment be provided in the future?Use the posted solicitation for pricing. A second CD was issued on 5 June which is the solicitation package.
4584-41-003Paragraph 3.11 states to replace 10 SF of plating as identified in 3.6. Paragraph 3.6 does not have an inspection called out. Should the plate replacement be from the inspection called out in 3.3 and reported in 3.3.1?ERRATA TO BE ISSUED
5612-90-001There is not an example of cable tags provided. Will one be provided?Use standard work practices as required by NAVSEA STD ITEMS which also refers to Electric Plant Standard Methods.
6651-80-001The reference drawing 2.3 (Ovhd Sheathing Mod) is the same as reference 2.2 (Door Mods). Contractor requests a copy of reference 2.3 for Overhead Sheathing Modification Galley Upgrade be provided.Reference Drawing 2.3 will be made available. ERRATA TO BE ISSUED
7120-11-017Paragraph 3.1 states to power tool to bare metal the deck and bulkhead surfaces for the locations listed in 1.2.1 thru 1.2.9.

1. Is it really the intent to have the very large areas listed in 1.2 to be power tooled to bare metal?

2. If the intent is to power tool areas for the NDT called out in 3.2, could the Government narrow the scope to a better defined area? For example paragraphs 1.2.2 thru 1.2.9 are adjacent spaces and therefore do not require all decks and bulkheads to be power tooled to bare metal.

3. After paragraph 3.1 is accomplished the only preservation remaining in this work item is for the newly installed plates. Will the Government allow all the bare decks and bulkheads to be preserved as new and disturbed surfaces?

Paragraphs 3.9 and 3.10 provide a 009-32 Table and Line for the newly installed plates. Will the Government clarify which paragraph applies to what area of the newly installed plates? What paint system does the Government wish to apply to paragraph 3.6 thru 3.6.2.3 for the welding?ERRATA TO BE ISSUED
8120-11-013Paragraph 3.2.1 which requires 6 square feet of clad welding. This seems to be excessive whereas a 6 sq. foot insert would be more economical to accomplish. Does the contractor have the option to insert vice clad weld these areas? How many areas require repairs?ERRATA TO BE ISSUED
9120-11-017Paragraph 3.1 calls for power tool cleaning of the entire deck and bulkhead surfaces in the locations listed in 1.2.1 thru 1.2.9. This seems extreme to power tool clean the entire Well Deck deck and bulkheads. Please clarify by listing the square footage required in each space listed in 1.2.ERRATA TO BE ISSUED
10120-11-017Paragraph 3.6.2 requires clad welding in tanks listed in para 1.2.4 thru 1.2.9. There are no tanks listed in these locations. Please provide the tank numbers that are associated with these repairs.ERRATA TO BE ISSUED
11123-11-003Para 3.8 directs an MT inspection of the “C” links, however paragraph 3.8.1 requires a report of thickness gauging. I shall assume paragraph 3.8.1 is in error and that MT report is requested.ERRATA TO BE ISSUED
12123-16-001Paragraph 3.3 tasks Contractor to accomplish an Ultrasonic test inspection of each tank located in 1.2.3, 1.2.6 through 1.2.10 and 1.2.12, at 1000 locations. Is this a total of 1000 locations for all the tanks or 1000 spots in each tank?A total of 1,000 spots for all tanks listed in 3.3

13 J-3 Execution Milestones The Milestone/Key Event on Line 20 is listed as Undocking and has a date of A+218, 14 AUG 18. There currently is not a Milestone/Key Event for the Docking.

Line 42 includes Milestone/Key Event “Dock” states "Offeror to Propose Dock & Undock Dates IAW Specification 997-11-002".

Does the Government intend to modify the J-3 to add a Docking Milestone/Key Event with “TBD” as the date and change the Undocking Milestone/Key Event to also have a date of “TBD”?Contractor may propose docking date. Undocking will be 14 AUG 18 or sooner.
14RFP Section C – Scope of WorkParagraph 3.4 and the subsequent table of reports contain due dates of "D+30" and "A+74", however, these dates do not conform to the availability and docking period durations identified in attachment J-3 Execution Milestones.
Does the Government intend to change "D+30" to read "NLT 20% of Docking Period" and change "A+74" to read "A+97" (20% of 487 day availability duration) in paragraph 3.4 and the subsequent table of reports? The government is requiring reports noted as A+74 by A+74 and reports required by D+30 as D+30. This is in addition to the NAVSEA STD item requirements.
15RFP Section C – Scope of WorkThirteen work items in the Para 3.4 table do not contain report paragraph numbers: 233-11-037, 233-12-012, 233-13-008, 233-13-026, 233-14-012, 242-13-001, 242-13-002, 262-11-001, 262-12-001, 311-90-002, 524-11-003, 562-11-001, & 631-11-005.

If these work items do not exist will the Government please remove them from the table to preclude questions regarding these work items? These work items are in addendum one.
17RFP Section C – Scope of WorkSome work items in the Para 3.4 table contain report paragraph numbers that are not open and inspect reports. The type and amount of work required prior to generating some other reports, make them unlikely to be accomplished prior to the due dates (ex. 243-11-002, para 3.11.1 after equipment repairs, completed before D+30).

133233-80-001It has been found that materials listed in the BOM differs from the spec item para 5. In the attached BOM all material is being designated IAF and LLTM. For example the materials listed in the first page for LSD46-LLTM-BOM-00296 shows flatbar, angle iron and plate as being IAF, in para 5.1 of the item it is GFM. This material is in stock and readily available. The Item reference 2.4 shows the remote trip actuators (item 1, 2, 3 & 4) as being IAF. The contractor has contacted TELEFLEX and has found that these parts are indeed LLTM. This appears to be the opposite of what has customarily been LLTM and supplied as GFM. Please confirm that the materials identified in the 4720 which has not been provided for this AER (Shipalt) will show these LLTM items as GFM. Also it is requested that the 4720 be provided for this and all Shipalts and AERs in the solicitation.BOMs were provided (ref. PDF BOM COMP etc.) on the CD. See errata 2 concerning angle and plate. 135262-90-001The subject item has conflicting information on the GFM materials para 5.1 & 5.3. PARA 5.1 lists the LSD46-LLTM-BOM-01079 as GFM LLTM but the material listed on the BOM for this specific SHIPALT are all labeled IAF and PARA 5.3 shows a 4720 with only a few items that are not on the BOM either. Verify that the materials listed on the attached 4720 are the only items that will be supplied by the gov’t and that all of the materials listed on the BOM will be contractor furnished. Please note that there are some materials listed on the BOM that are LLTM and are marked as such. For clarification, Item No. F26 and F31 on DWG 8680517A and 8680518A "Pump/motor assy, 2EA" as well as Items 1,3,and 4 on DWG 8680621A "4 EA CONTROLLER, 2 SPEED; 4 EA CKT BKR, AQB-A253, 500VAC, 100-250A and 4 EA 160A ADJUSTABLE RATING PLUG" Will be provided by the Government and is included on the next 4720 submission.

153Getting our subcontractor community to provide fixed-price quotes for this extremely large work package has been complicated by an Errata not yet received, and many submitted questions not yet answered. Our subcontractor community has also been overwhelmed by the magnitude of quote requests for other concurrent solicitations. Additionally, on a work package of this size, the financial commitment in our proposal needs to be reviewed at a higher level within the corporation which requires additional time in our proposal process.
In order to have enough time to get competitive quotes on this work package, have sufficient time for a bid review and garner the corporate commitment to our bid price, we request a four week extension to the proposal due date.An extension to 14 August 2017 was issued via Amendment 0004. An additional extension will not be granted.
