This Special Notice announces the release of a draft request for proposal from the United States Air Forces in Europe - Air Forces Africa seeking advisory and assistance services. The agency is soliciting feedback from industry on various aspects of the draft RFP documents by July 29, 2022.

The Government is pleased to announce the release of our Draft RFP, including 25 attachments. Please also review below questions to industry, and provide your feedback to 764ESS.PK.AAS-V@us.af.mil not later than 29 July 2022.
U-A A&AS V Draft RFP Questions for Industry:
- Since CPARs has been removed from the HTRO matrix, we are attempting to re-baseline the points. We’ve provided three versions of the Self-Score matrix and are requesting feedback on the scaling of the points for each category as well as the minimum technical threshold rating (MTTR).
- Section L: If the work samples were limited to work performed in Europe, how would this affect the competition pool?
- Section L: If the work samples were limited by NAICS code, how would this affect the competition pool?
- Attachment 13: Does Industry have any suggestions on improving the cross reference matrix (attachment 13) to make the evaluation process more efficient? Our goal is to be able to quickly identify the substantiating data within an Offeror’s work sample.
- Section L &M Category 2: Would number of employees be more or less difficult than percentage to max this category if the max score required 50 employees? How would either number or percentage affect the competition?
- Section L&M Category 5: How would an Offeror demonstrate Program Management? What documents would they provide? General thoughts on this criteria?
