About this opportunity
The Department of the Navy Naval Facilities Engineering Command is seeking a design-build contractor to perform security upgrades for Building 310 at Naval Air Station Oceana in Virginia Beach, Virginia. The project involves transforming approximately 10,184 square feet from an Open Secret Storage space to a Controlled Area with enhanced security infrastructure. Specific technical requirements include achieving a Sound Transmission Coefficient of 50, implementing RF shielding to 60 Db mitigation level, and reconfiguring four debrief spaces with a new egress corridor and emergency exit. Only contractors on the specific Multiple Award Construction Contract (MACC) are eligible to submit proposals, with the solicitation (N4008525R2668) requiring comprehensive technical specifications and security enhancements. The proposal due date is May 5, 2025, with a site visit previously conducted on April 9, 2025, and pre-proposal information responses processed through a detailed spreadsheet mechanism.
The solicitation is designated as a Competitive 8(a) set-aside, with potential contractors including Argus CJW JV 3, Baron-Rand JV, ERS-CYE JV II, and several other specific MACC holders. The estimated project budget ranges from $5,000,000 to $10,000,000, with a contract completion timeline of 730 calendar days. The renovation will create specialized rooms including a Live Room, Storage Room, Servers Room, Mission Planning Room, Entry Control Room, and Admin Room, requiring comprehensive demolition and reconstruction within the planned secure boundary. Contractors will be evaluated on a lowest-price basis, with an optional Furniture, Fixtures, and Equipment (FF&E) line item allowing a Handling and Administration Rate (HAR) not exceeding 5 percent. The place of performance is located at Virginia Beach, VA 23460, with strict base access requirements and detailed security clearance procedures for personnel involved in the project.
