The RFP states requirements for the A/V (audiovisual) equipment including the requirement for a CTS-D AV specialist to design/specify the equipment and administer the BVD process for the AV package however, there does not seem any indication of the A/V scope/requirements on the project. Are Room Requirements sheets or other documentation available that would capture the functional A/V requirements?

The CTS-D A/V requirement is located in Part 4 / D5030 Communications And Security / Section #6 with Additional A/V requirements. The project specific A/V requiremetns are located in Part 3 / D5030 Communications And Security / A/V Systems. BDP

2 Baron/Rand Could the government please provide existing as-builts of building 310 if they are available?

This section refers to documents that are required to be developed under the supervision of the FPDOR or QFPE. This list includes "Building Code/Life Safety Analysis". There are several references that require to the QFPE to confirm that features of this project are in compliance with the building code and life safety code, but I don't see a requireemtn for an analysis of the existing building (beyond the limis of thie project). Is a Building Code/Life Safety Analysis required for the building?

Building Code/Life Safety Analysis is to performed for the bldg. Defiencies outside the scope of the project will be evaluated at that time for future projects or project inclusion.

Part 3 D40

The RFP says there must be no loss of fire alarm transmitting or receiving capability, except for "temporary interruption" as approved by Govt. Is it necessary for the new fire alarm/MNS (including new Monaco and Federal Signal hardware) to be installed and approved before demolition of existing system?

No, Current transmission method to be maintained until Monaco/Fed signal is approved and accepted.

Part 3 D4020

The RFP says "[d]o not provide" a sprinkler system backflow preventer.

The next paragraph says "[p]rovide…backflow preventer". Please confirm whether project must include new fire sprinkler backflow preventer.

Per D4020 second paragraph, provide riser check valve and Backflow Assembly for entire bldg.

The RFP requires existing pre-action sprinkler system to be converted to wet pipe system, and for "one sprinkler system feed pipe" to supply the new Controlled Area zone. Please clarify whether new Controlled Area zone should be supplied by a new, separate system riser. If not, is existing sprinkler piping permitted to be hydrostatically tested above working pressure?

Separate riser not required. Existing sprinkler system must be hydrostatically tested in accordance with NFPA 13 for existing piping systems.

The RFP requires the modified sprinkler system outside the Controlled Area to "be designed to work with the building water supply hydraulically in accordance with NFPA 13 and UFC 3-600-01." The original sprinkler system appears to date back to 1995; please confirm whether the modified system must meet hydraulic criteria of latest editions of NFPA 13 and UFC 3-600-01.

Confirmed.

38 Part 3 D4090

The RFP requires a 1-hour fire-rated enclosure for the new server room. Please confirm whether enclosure must extend from structural floor to roof.

Enclosure must meet UL listed 1 hr fire resistance barrrier design guidelines.

Part 3 D4090

The RFP requires the new server room to be protected per NFPA 75, including a clean agent fire suppression system. Please confirm whether clean agent system must also protect volume under raised access floor.

Clean agent system must be designed for room volume and under raised access floor volume.

Part 3 D5030 The RFP requires new Audio/Visual systems, including speakers and televisions. Please describe any required interface between new fire alarm and A/V systems.

Fire alarm activaton must override audio/visual systems in accordance with NFPA 72 design guidelines.

TST Tactical Defense 04/22/25

Please confirm that the design effort for the FF&E is to be included with our base bid amount and is not included in the government's estimate in CLIN 0002.

Design effort for FF&E must be included in base bid. Design efforts must follow Chapter 8 of the NAVFAC Interior Design Procedures

- FF&E, Chapter 8, located on the Whole Building Design Guide.

TST Tactical Defense 04/22/25 pg 10 Pt 3. SOW Is the raised platform for the seating in Debrief 3 to be constructed with the raised platform system or is alternate methods such as wood framing acceptable?

Wood framing is not acceptable.

Part 3 - D503 Audio/Vis ual (A/V) Systems

This is a follow-up to the government response to PPI #1 regarding the requirement for the CTS-D AV specialist. The project specific A/V requirements listed seem to only address infrastructure and do not reference any functional or equipment requirements such as monitors, VTC, presentation systems, projection, etc... Please confirm if design and specification of the A/V systems and associated equipment is required on this project (as implied in Part 4 D5030) as well as A/V bid package/BVD administration consistent with FF&E package requirements (see Part 3 Section E20).

Yes, a CTS-D A/V specialist is required to coordinate the complete A/V installation with the tenant. The CTS-D A/V requirement is located in Part 4 / D5030 Communications And Security / Section #6 with Additional A/V requirements. The project specific A/V requirements (infrastructure less A/V cabling installation) are located in Part 3 / D5030 Communications And Security / A/V Systems. Coordinate with existing A/V equipment installation requirements in Part 3 / 5.0 Room Requirements / Interiors: / Rooms 125, 128, 129, 130, 131, & 132.
