About this file
This is an Area of Interest (AoI) announcement under a Commercial Solutions Opening (CSO) solicitation seeking advanced manufacturing technologies for large caliber cannon production. The U.S. Army Combat Capabilities Development Command (DEVCOM-AC) at Benet Labs, through Army Contracting Command-Watervliet Arsenal (ACC-WVA), is soliciting innovative solutions to eliminate hexavalent chromium generation, decrease lifecycle costs, and increase manufacturing readiness. The AoI (W911PT26CS001-A001) was released on April 16, 2026, and closes on September 30, 2026. Responses must be submitted via email to usarmy.watervliet.tacom.mbx.commercial-solutions-opening@army.mil with the subject line "Advanced Cannon Technology."
The Government seeks proposals across five technology categories: enhanced manufacturing methods for lathe, mill, cutting, honing, and grinding operations using environmentally friendly materials; additive manufacturing for rebuilding worn components or adding corrosion/wear protection; process monitoring systems to enhance production oversight; process automation technology for manufacturing efficiency; and lifecycle extension technologies that reduce costs, emissions, or improve workplace safety. All solutions must be proven, scalable for mass manufacturing, and applicable to high-strength steels, ultra-high steels, superalloys, composites, and polymers. Offerors must be registered in the System for Award Management (SAM.gov). Selection will be based on technical merit and price reasonableness. The CSO authority derives from Section 1823 of the National Defense Authorization Act for Fiscal Year 2026, and any resulting contracts will be treated as commercial item acquisitions with fixed-price terms. The Government is not obligated to make an award and reserves the right to modify requirements.

Federal Agency: U.S. Army Combat Capabilities Development Command (DEVCOM-AC), Benet Labs Contracting Office: Army Contracting Command-Watervliet Arsenal (ACC-WVA) Area of Interest (AoI) Title: Advanced Cannon Technology CSO AoI Number: W911PT26SC001-A001 AoI Release Date: 16 April 2026 Responses: See W911PT26SC001 for Procedure Details
1. General Information
1.1 Introduction
This announcement is for an Advanced Cannon Technology (ACT)/Area of Interest (AoI) under the ACC-WVA Commercial Solutions Opening (CSO) W911PT26SC001. Interested parties are highly encouraged to visit the Government Point of Entry (www.sam.gov) to review the ACC-WVA special posting in its entirety to obtain more information on the process for submission and evaluation of the CSO AoI Responses.
This CSO AoI seeks to solicit solutions that meet the objectives detailed in Section 1.2 and 1.3 below. The authority to issue this CSO AoI is derived from ACC-WVA Commercial Solutions Opening W911PT26CS001 dated 16 April 2026. The CSO authority is per Section 1823 of the National Defense Authorization Act for Fiscal Year 2026, which amended Section 3458 of Title 10, as codified by Public Law 119-60.
1.2 AoI Background
U.S. Army Combat Capabilities Development Command (DEVCOM) is seeking ACTs for manufacturing technologies in order to eliminate the generation of hexavalent chromium, decrease life cycle costs, and increase readiness.
1.3 Advanced Cannon Technology
DEVCOM is interested in advanced manufacturing methods to compliment or replace the existing technologies and associated manufacturing processes for large caliber cannon production. The use of novel, environmentally friendly, and carcinogenic free technologies is encouraged. Applications of these technologies should be proven and scalable for mass manufacturing. Suggested methodologies are noted below:
1. Enhanced manufacturing methods related to lathe and mill work, cutting/sawing and honing and grinding. New technologies shall be environmentally friendly and applicable across a variety of materials (high strength low alloy steels, ultra-high steel steels, superalloys, composites and polymers).
2. Additive manufacturing applications. The process of adding material to an existing structure for the purpose of rebuilding worn or damaged areas or adding engineered performance materials to provide corrosion protection or enhanced wear protection.
3. Process monitoring applications. Processes that allow for improved monitoring of new and existing manufacturing technology that would enhance large caliber cannon production.
4. Process automation systems. Automation technology that can enhance new and existing processes and monitoring that are critical to large caliber cannon production.
5. Technology to enhance and extend the life of existing and new manufacturing processes by reducing manufacturing costs, reducing environmental emissions, or improving workplace health and safety.
2. AoI Constraints
a. Any selected company/companies will be required to be registered in the System for Award Management (www.sam.gov).
b. Solutions will be selected based on the existing needs, best qualification after technical re-view and price reasonableness.
c. ACC-WVA is not obligated to extend a request for proposal or make an award as a result of this CSO AoI; all awards are subject to the availability of funds and successful negotiations.
d. This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a Response. Prior to commencement of any activities associated with performance under this CSO AoI, the Govern-ment will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established.
e. ACC-WVA reserves the right to modify the requirements of this CSO AoI.
3. Submission Requirements
3.1 A written solution must be sent via e-mail submission by, with subject line stating Advanced Cannon Technology, to usarmy.watervliet.tacom.mbx.commercial-solutions-opening@army.mil. Solutions received after the specified due date and time will be discarded and not be evaluated by the Government.
AoI Open Period – This AoI shall close at 30 September 2026 (and may be amended to extend)
