About this file

This is an Area of Interest (AoI) announcement under a Commercial Solutions Opening (CSO) seeking innovative automated chemical dosing systems for cooling water management at Watervliet Arsenal. The AoI, titled "Automated Cooling Tower Treatments" (CSO AoI Number A007), was released on 9 September 2026 with responses due by 20 October 2026. The U.S. Army Tank and Armament Command Watervliet Arsenal, through Army Contracting Command-Watervliet Arsenal (ACC-WVA), is soliciting commercial solutions to monitor and maintain water quality in both open-loop Horizontal Gun Tube Heat Treat Furnace and closed-loop Radial Forge mandrel cooling water systems.

The desired solution is a fully automated water quality monitoring and chemical dosing system that requires no manual intervention for adding chemicals. The system must automatically dose corrosion inhibitors and microbicide to prevent bacterial and algal growth, include water conductivity monitoring with graphical display outputs, and feature alarm notifications when control limits are exceeded, including alerts for excessive conductivity, low additive levels, and other critical parameters. Responses must be submitted via email to usarmy.watervliet.tacom.mbx.commercial-solutions-opening@army.mil. Selection will be based on technical qualification and price reasonableness, with no obligation to award. The CSO authority derives from Section 1823 of the National Defense Authorization Act for Fiscal Year 2026 (Public Law 119-60), and all resulting contracts will be treated as fixed-price commercial item acquisitions.

Federal Agency: U.S. Army Tank and Armament Command Watervliet Arsenal Contracting Office: Army Contracting Command-Watervliet Arsenal (ACC-WVA) Area of Interest (AoI) Title: Automated Cooling Tower Treatments CSO AoI Number: A007 AoI Release Date: 9 September 2026 Responses: 20 October 2026

1. General Information

1.1. Introduction

This announcement is for Automated Manufacturing of Cannon Components/Area of Interest (AoI) under the ACC-WVA Commercial Solutions Opening (CSO) W911PT26SC001. Interested parties are highly encouraged to visit the Government Point of Entry (www.sam.gov) to review the ACC-WVA special posting in its entirety to obtain more information on the process for submission and evaluation of the CSO AoI Responses.

This CSO AoI seeks to solicit solutions that meet the objectives detailed in Section 1.2 and 1.3 below. The authority to issue this CSO AoI is derived from ACC-WVA Commercial Solutions Opening W911PT26SC001 dated 16 April 2026. The CSO authority is per Section 1823 of the National Defense Authorization Act for Fiscal Year 2026, which amended Section 3458 of Title 10, as codified by Public Law 119-60.

1.2 AoI Background

Watervliet Arsenal (WVA) is actively seeking innovative engineering and technology solutions to automated chemical dosing systems which will monitor and maintain the water quality of cooling water in the open-loop Horizontal Gun Tube Heat Treat Furnace as well as the closed-loop Radial Forge mandrel cooling water systems.

1.3 WVA is requesting commercial solutions for automated chemical dosing systems for both closed and open loop cooling water systems. Desired end state would be a water quality monitoring system and controls the dosing in a fully automated state. The end system may have gauges or graphical output displays/readouts that notify personnel when the conductivity exceeds acceptable parameters. The end system is desired to have an automatic dosing system which periodically adds corrosion inhibitors and microbicide to prevent the growth of bacteria and algae. The system should have an alarm or similar notification output (Graphical User Interface) which alerts operators and other personnel when the control limits exceed acceptable parameters such as exceed water conductivity thresholds, low levels of additive, and other critical parameters. The end system should not require manual intervention to add chemicals.

2. AoI Constraints

a. Any selected company/companies will be required to be registered in the System for Award Management (www.sam.gov).

b. Solutions will be selected based on the existing needs, best qualification after technical re-view and price reasonableness.

c. ACC-WVA is not obligated to extend a request for proposal or make an award as a result of this CSO AoI; all awards are subject to the availability of funds and successful negotiations.

d. This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a Response. Prior to commencement of any activities associated with performance under this CSO AoI, the Govern-ment will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established.

e. ACC-WVA reserves the right to modify the requirements of this CSO AoI.

3. Submission Requirements

3.1 A written solution must be sent via e-mail submission by, with subject line stating Automated Manufacturing of Cannon Components, to usarmy.watervliet.tacom.mbx.commercial-solutions-opening@army.mil. Solutions received after the specified due date and time will be discarded and not be evaluated by the Government.

AoI Open Period – This AoI shall close at 20 October 2026 (and may be amended to extend)
