About this file

This is a Commercial Solutions Opening (CSO) Area of Interest (AoI) announcement issued by the U.S. Army Tank and Armament Command Watervliet Arsenal under CSO W911PT26SC001.

Watervliet Arsenal seeks innovative commercial solutions for automated chemical dosing systems to monitor and maintain water quality in cooling water systems used for the open-loop Horizontal Gun Tube Heat Treat Furnace and closed-loop Radial Forge mandrel cooling water systems. The desired end state includes a fully automated water quality monitoring system with automatic chemical dosing capabilities that periodically adds corrosion inhibitors and microbicide to prevent bacterial and algal growth. The system must include graphical output displays and gauges to notify personnel of water conductivity levels exceeding acceptable parameters, along with alarm or notification outputs alerting operators to critical parameter violations such as conductivity thresholds and low additive levels. The system should require no manual intervention for chemical addition. Solutions will be evaluated based on existing needs, technical qualification, and price reasonableness. Responses must be submitted via email to usarmy.watervliet.tacom.mbx.commercial-solutions-opening@army.mil by 20 October 2026. All selected companies must be registered in the System for Award Management (SAM.gov). The Government is not obligated to make an award, and this announcement does not authorize performance commencement or obligate the Government for any costs incurred by offerors. Point of contact is Lauren Scripps, Contracting Officer.

Federal Agency: U.S. Army Tank and Armament Command Watervliet Arsenal Contracting Office: Army Contracting Command-Watervliet Arsenal (ACC-WVA) Area of Interest (AoI) Title: Automated Cooling Tower Treatments CSO AoI Number: A007 AoI Release Date: 9 September 2026 Responses: 31 December 2026

1. General Information

1.1. Introduction

This announcement is for Automated Manufacturing of Cannon Components/Area of Interest (AoI) under the ACC-WVA Commercial Solutions Opening (CSO) W911PT26SC001. Interested parties are highly encouraged to visit the Government Point of Entry (www.sam.gov) to review the ACC-WVA special posting in its entirety to obtain more information on the process for submission and evaluation of the CSO AoI Responses.

This CSO AoI seeks to solicit solutions that meet the objectives detailed in Section 1.2 and 1.3 below. The authority to issue this CSO AoI is derived from ACC-WVA Commercial Solutions Opening W911PT26SC001 dated 16 April 2026. The CSO authority is per Section 1823 of the National Defense Authorization Act for Fiscal Year 2026, which amended Section 3458 of Title 10, as codified by Public Law 119-60.

1.2 AoI Background

Watervliet Arsenal (WVA) is actively seeking innovative engineering and technology solutions to automated chemical dosing systems which will monitor and maintain the water quality of cooling water in the open-loop Horizontal Gun Tube Heat Treat Furnace as well as the closed-loop Radial Forge mandrel cooling water systems.

1.3 WVA is requesting commercial solutions for automated chemical dosing systems for both closed and open loop cooling water systems. Desired end state would be a water quality monitoring system and controls the dosing in a fully automated state. The end system may have gauges or graphical output displays/readouts that notify personnel when the conductivity exceeds acceptable parameters. The end system is desired to have an automatic dosing system which periodically adds corrosion inhibitors and microbicide to prevent the growth of bacteria and algae. The system should have an alarm or similar notification output (Graphical User Interface) which alerts operators and other personnel when the control limits exceed acceptable parameters such as exceed water conductivity thresholds, low levels of additive, and other critical parameters. The end system should not require manual intervention to add chemicals.

2. AoI Constraints

a. Any selected company/companies will be required to be registered in the System for Award Management (www.sam.gov).

b. Solutions will be selected based on the existing needs, best qualification after technical re-view and price reasonableness.

c. ACC-WVA is not obligated to extend a request for proposal or make an award as a result of this CSO AoI; all awards are subject to the availability of funds and successful negotiations.

d. This CSO AoI is not an authorization to begin performance, and in no way obligates the

e. ACC-WVA reserves the right to modify the requirements of this CSO AoI.

3. Submission Requirements

3.1 A written solution must be sent via e-mail submission by, with subject line stating Automated Manufacturing of Cannon Components, to usarmy.watervliet.tacom.mbx.commercial-solutions-opening@army.mil. Solutions received after the specified due date and time will be discarded and not be evaluated by the Government.

AoI Open Period – This AoI shall close at 20 October 2026 (and may be amended to extend)
