About this file
This is an Area of Interest (AoI) announcement under a Commercial Solutions Opening (CSO) solicitation seeking automated manufacturing solutions for cannon components. The U.S. Army Combat Capabilities Development Command (DEVCOM) and Watervliet Arsenal (TACOM), through Army Contracting Command-Watervliet Arsenal (ACC-WVA), is seeking innovative automation integrator solutions to modernize and optimize an existing production line for artillery cannon minor components. The required components are ring-shaped parts with specifications of approximately 7 inches outside diameter, 6 inches inside diameter, and 0.375 inches height, manufactured from both carbon steel and stainless steel, with initial raw stock material handling of 50-60 pounds.
The solicitation emphasizes fully automated or near-fully automated solutions incorporating five key technical areas: robotics and material handling automation for machine tending (CNC lathes, mills, grinders, EDM machines, presses, welding cells); advanced process controls and CNC integration with unified PLC/HMI architectures bridging legacy and modern equipment; in-line inspection and metrology systems with real-time dimensional feedback; connected digital enterprise capabilities with sensor networks and telemetry; and safety automation features including light curtains and smart interlocks. Responses are due by 20 November 2026 and must be submitted via email to usarmy.watervliet.tacom.mbx.commercial-solutions-opening@army.mil. All respondents must be registered in the System for Award Management (SAM.gov). Selection will be based on existing needs, technical qualification, and price reasonableness, with the Contracting Officer (Lauren Scripps) and Contract Specialist (Amanda Robinson) available for questions. The Government is not obligated to extend an RFP or make an award, and this announcement does not authorize performance or obligate the Government for any offeror costs prior to issuance of a written contractual document.

Federal Agency: U.S. Army Combat Capabilities Development Command (DEVCOM), Benet Labs Contracting Office: Army Contracting Command-Watervliet Arsenal (ACC-WVA) Area of Interest (AoI) Title: Automated Manufacturing of Minor Cannon Components CSO AoI Number: W911PT26SC001-A006 AoI Release Date: 9 September 2026 Responses: 20 November 2026
1. General Information
1.1. Introduction
This announcement is for Automated Manufacturing of Cannon Components/Area of Interest (AoI) under the ACC-WVA Commercial Solutions Opening (CSO) W911PT26SC001. Interested parties are highly encouraged to visit the Government Point of Entry (www.sam.gov) to review the ACC-WVA special posting in its entirety to obtain more information on the process for submission and evaluation of the CSO AoI Responses.
This CSO AoI seeks to solicit solutions that meet the objectives detailed in Section 1.2 and 1.3 below. The authority to issue this CSO AoI is derived from ACC-WVA Commercial Solutions Opening W911PT26SC001 dated 16 April 2026. The CSO authority is per Section 1823 of the National Defense Authorization Act for Fiscal Year 2026, which amended Section 3458 of Title 10, as codified by Public Law 119-60.
1.2 AoI Background
The U.S. Army Combat Capabilities Development Command (DEVCOM) and Watervliet Arsenal (TACOM) are actively seeking innovative engineering and technology solutions to modernize, automate, and optimize an existing production line for artillery cannon minor components manufacturing. Cannon minor components manufacturing involves highly precise machining, specialized processing, and rigorous quality inspection.
In alignment with the Army's Modernization of its Organic Industrial Base (OIB), this effort aims to secure an experienced automation integrator to design, develop, and deploy turn-key automated solutions. This existing manufacturing line creates a ring-shaped part. This part has an approximate envelope of 7 inches (177mm) outside diameter, 6 inches (152mm) inside diameter, and 0.375 inches (9.5mm) height. These parts are made of both carbon steel and stainless steel. The initial raw stock material handling is 50-60 pounds (23-27Kg) and is used to make multiple parts.
1.3 Automated Manufacturing of Cannon Components
DEVCOM and TACOM are seeking an automated manufacturing system for artillery cannon minor components that will operate at a fully automated or near as possible to a fully automated solution. Proposed solutions should represent innovative proven, scalable commercial technologies or smart adaptations of existing commercial systems.
Key technical areas of interest include:
· Robotics and Material Handling Automation: Automated loading and unloading (machine tending) machines including but not limited to CNC lathes, CNC mills, and CNC grinders.
· EDM machines, industrial presses, MPI (magnetic particle inspection) booths, welding cells and inspection areas. This includes robotic solutions capable of handling heavy or awkwardly shaped components, reducing manual lift requirements, and optimizing part flow between manufacturing cells.
· Advanced Process Controls & CNC Machine Tool Integration: Development of unified PLC/HMI architectures capable of orchestrating diverse machining, grinding, cutting, welding and marking operations. Solutions should seamlessly bridge the communication gap between legacy shop-floor machinery, new modern machinery, and new automated equipment.
· In-Line Inspection, Metrology, and Quality Assurance: Integration of automated, non-destructive inspection systems (such as optical/laser metrology, machine vision, or automated coordinate measuring) directly into the manufacturing flow. Real-time dimensional feedback should be utilized to automatically adjust machining parameters or flag out-of-tolerance components before further processing.
· Connected Digital Enterprise & Telemetry: Implementation of sensor networks and communication protocols to collect real-time machine telemetry, cycle times, tool wear, and diagnostic data.
· Safety Automation: Implementation of modern workspace safety solutions such as safety light curtains, area scanners, and smart safety interlocks, ensuring seamless human-machine collaboration without compromising production speed.
Innovative Commercial Solution chosen will be the integration of all the above key areas of interest.
2. AoI Constraints
a. Any selected company/companies will be required to be registered in the System for Award Management (www.sam.gov).
b. Solutions will be selected based on the existing needs, best qualification after technical re-view and price reasonableness.
c. ACC-WVA is not obligated to extend a request for proposal or make an award as a result of this CSO AoI; all awards are subject to the availability of funds and successful negotiations.
d. This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a Response. Prior to commencement of any activities associated with performance under this CSO AoI, the Govern-ment will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established.
e. ACC-WVA reserves the right to modify the requirements of this CSO AoI.
3. Submission Requirements
A written solution must be sent via e-mail submission, with subject line stating Automated Manufacturing of Cannon Components, to usarmy.watervliet.tacom.mbx.commercial-solutions-opening@army.mil. Solutions received after the specified due date and time will be discarded and not be evaluated by the Government.
