ALL OFFERORS PLEASE READ!
Due an overwhelming amount of questions and answers that came in on the last day for questions and answers, the Tyndall AFB SABER proposal due date will be changed. An amendment formally changing the date will be posted to FBO within the next 24 hrs. Please make sure that you read this amendment, sign, and include with your propsoal submission so that we are aware that you did receive it.
The final Q&A will be posted to FBO NLT 1200 CST on 17 Mar 11. No more Q&A will be conducted so do not submit any further questions.
If you wish to HAND DELIVER your proposal you must contact both Mr. William R. Baker and Ms. Mary Helen Dent via email to provide the date and time you will be dropping off the proposal. 325 CONS will meet each offeror who wishes to hand deliver their proposal at the Visitor Center. 325 CONS, nor 325 CES, will sponsor any offeror on the base for the purposes of hand delivering their proposal.

Synopsis - Tyndall AFB, FL - Simplified Acquisition of Base Engineering Requirements (SABER) - FA4819-10-R-0006
In accordance with (IAW) FAR 5.207, Tyndall AFB, FL intends to solicit competitive 8(a) offers for the Simplified Acquisition of Base Engineering Requirements (SABER)Indefinite Delivery Indefinite Quantity (IDIQ) contract.
The work is required in support of the 325th Civil Engineering Squadron (325 CES). During the contract period, construction tasks will be identified to the contractor who then must furnish all materials, equipment, and personnel necessary to design, manage and accomplish the job. Individual jobs will vary in regards to dollar value and the estimated numbed of delivery orders per year will range between 30 and 75. The jobs will include tasks in a variety of trades such as carpentry, roofing, excavation, interior and exterior electrical, plumbing, HVAC, painting, demolition and concrete masonry.
This requirement is set aside exclusively as a competitive 8(a). The anticipated contract period of performance is one (1) twelve month period and four (4) twelve month options. Performance will take place at Tyndall AFB, FL and the contractor shall be required to maintain a management office on the base in order to receive work requests and to provide other management services related to accomplishing individual jobs.
The cummulative magnitude of the Basic Performance Period and each Option Period combined is IAW FAR 36.204(h). The anticipated minimum guaranteed amount of the proposed contract is estimated to be $5,000 for the life of the contract. Primary NAICS Code that pertains to this acquisition is 236220.
Solicitation is estimated to be released on FBO on/around 1 Jan 2011.
Site visit information will be addressed in the solicitation.
Oral communications ARE NOT acceptable in response to this notice. Contractors must be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.204-7004 and 252.232-7009 in order to receive award. CCR can be obtained at www.ccr.gov or calling 1-888-227-2423.

This sources sought notice is for informational and planning purposes only. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for contract award. 325 Contracting Squadron (325 CONS) at Tyndall AFB, FL is seeking potential sources for the Simplified Acquisition of Base Engineering Requirements (herein known as SABER). The work is required in support of the 325th Civil Engineering Squadron (325 CES). During the contract period, construction tasks will be identified to the contractor who then must furnish all materials, equipment, and personnel necessary to design, manage and accomplish the job. The contractor shall be required to maintain a management office at Tyndall AFB, FL in order to receive work requests and to provide other management services related to accomplishing individual jobs. Individual jobs will vary in regards to dollar value and the estimated numbed of delivery orders per year will range between 30 and 75. The jobs will include tasks in a variety of trades such as carpentry, roofing, excavation, interior and exterior electrical, plumbing, HVAC, painting, demolition and concrete masonry.
The purpose of this sources sought notice is to gain knowledge of qualified and interested 8(a) sources in all SBA regions with experience relative to NAICS Code 236220. This acquisition will be a competitive 8(a) set aside, and is anticipated it would be open to firms located in all SBA regions. The basic contract is anticipated as a Firm Fixed Price with Economic Price Adjustment Indefinite-Delivery/Indefinite-Quantity type contract and will include a wide variety of individual construction task orders awarded on a Firm Fixed Price basis. Performance period is one year for the basic plus four one-year option periods. The guaranteed minimum contract amount is $5,000 for the basic period only. Work for this contract will include, but is not limited to, a broad range of maintenance, repair and minor construction at Tyndall AFB, Florida and its associated sites.
325 CONS is requesting all interested and qualified 8(a) firms respond to this sources sought notice with the following information: (1) name, address, phone, fax, e-mail and website if applicable; (2) a list (not to exceed 5) of SABER or similar contracts (IDIQ, etc) your firm currently holds or has completed within the last three years; and (3) your bonding capacity per contract/action. The list of relevant contracts should include the location, contract number, description, estimated yearly value, performance dates, and Government point(s) of contact (contracting officer and QAE/inspector) with phone and fax numbers. Please limit your responses to 5 pages.
