Questions and Answers (includes Q&A from site visit)
8 Mar 11
Question # 1 – Section L , Page 56 of 71, Volume I Technical Proposal, Sub-Factor 1 item ( c) indicates to “Identifies Program Manager (and person holding the P.E. or R.A., if not the Program Manager, Quality Control Manager, Project Superintendents and minimum standards (education and/or experience) for those positions. Please clarify if actual NAMES of persons and RESUMES are required or just identifying the titles /positions and the standards of minimum education/experience we would require to fill these types of positions.
Answer # 1 – Actual names are required for the position they will fill as well as the education/experience of the individual to prove they are qualified for the position they are placed in.
Question #2 - The UPB lists a crew for each item of work designated by a group of letters. Please supply a list of what each lettered crew is comprised of.
Answer #2 - The "Crew" designation in the UPB is used by The Gordian Group in the development of individual line item costs. It is not germane to the SABER requirement and the Government has not paid Gordian Group for access to this informaiton in the UPB.
The following questons were asked at the site visit held on 3 Mar 11 at Tyndall AFB.
Question # 3 – On pages 16 through 18, the solicitation contains FAR 52.204-11, AMERICAN RECOVERY AND REINVESTMENT ACT-REPORTING REQUIREMENTS (JUL 2010), which states that “This contract requires the contractor to provide products and/or services that are funded under the American Recovery and Reinvestment Act of 2009.” Will funding be provided under the American Recovery and Reinvestment Act of 2009?
Answer # 3 – At this time, 325 CONS has not been made aware via any channels in the Legislative or Executive branches of the Government that any ARRA funds will be used; however, based on news reports, there is a possibility that ARRA funds will be dispersed in the future. Should ARRA funds be sent to Tyndall and utilized on the SABER contract then the successful awardee will be required to report.
Question # 4 - Paragraph c on page 57 states, “Single spacing may be used for figures and tables.” This seems to imply that double-spacing is required elsewhere.
Answer #4 – There is no requirement in the RFP which states that an offeror must double space. 325 CONS believes that offerors will use business acumen when deciding how they wish for their proposal to be spaced and submitted.
Question #5 - SABER SOW, page 6, item (15) states: “If the government specifies an item, which meets both the UPB definition, and the characteristics called out in the Technical Specifications the contractor is obligated to furnish that item, regardless of actual cost compared to the UPB cost.”
UPB, page 00-5, Miscellaneous states: “Whenever a material, article or piece of equipment is identified in the CTC or in the specifications by reference to manufacturers’ or vendors’ names, trade names, catalogue numbers, or make, the identification is intended to establish a standard. Any material, article or equipment of another manufacturer or vendor which performs satisfactorily the duties imposed by the general design may be considered equally acceptable provided that, in the opinion of the Owner, the material, article or equipment so proposed is of equal quality, substance and function. The Contractor shall not provide, furnish or install any proposed material, article or equipment without the prior written approval of the Owner. The burden of proof and all costs related thereto concerning the "or equal" nature of the substitute item, whether approved or disapproved, shall be borne by the Contractor.”
Please confirm or clarify “or equal” items will be acceptable.
Answer #5 – It depends. Generally "or equal" items will be acceptable when submitted for approval by the Contracting Officer. Compatibility with base systems and infrastructure may limit the acceptable substitutions available.
Question #6 - The SABER SOW, page 9 &10, Item 8.a. Non-Priced Items (NPI), states non-priced items may be negotiated into the UPB, however the NPIs “will be the "in-place" price to include material, equipment, and labor (exclusive of the Contractor's or sub-contractor's indirect expenses such as overhead, profit, labor burden, etc) multiplied by the applicable percentage factor (Coefficient) in effect at the time of submission.”
Section B - Supplies or Services and Prices Paragraph 1.2 found under the COEFFICIENT SCHEDULE section states in part the following:
“The coefficient shall be represented as “net,” a “decrease from” or an “increase to” the prices listed in the UPB. An offer of “net” would be represented as “1.00.” An example of a decrease from the prices in the UPB would be “0.98.”
Please clarify how the prime contractor and installing subcontractor’s overhead & profit will be added to the non-priced item.
Answer #6 - 325 CONS refers the offeror to the SABER SOW page 10, paragraph labeled “9. Coefficient” in which is states:
“c. Coefficients shall include all costs not covered in the UPB and NPI line items. Coefficients shall include but not be limited to the following business and construction related costs:
(1) Overhead costs, including but not limited to; home office overhead, insurance, bonds and indemnification, project meetings, training, management and supervision, mobilization and close-out for the contract and each Job Order, project office staff and equipment.
(2) Profit
(3) Subcontractor's overhead and profit.”
These cost/price elements, if proposed in the coefficient by the offeror, would already exist in the coefficient prior to negotiating any NPI’s.
Question # 7 - Is PROGEN compatible with Windows 7?
Answer #7 – Yes.
Question # 8 - How often is the contractor responsible for Owner Furnishings?
Answer #8 –Some customers will have military members remove/replace owner furnishing; however, about 50% of the time, the contractor will be responsible for moving owner furnishings.
Question # 9 - Where can the AETC Architectural Requirements located and is there an updated version?
Answer #9 – A copy of the standards will be uploaded onto FBO for the purposes of this solicitaiton. Note that the standards are currently in the process of revision.
Question #10 - Is overlap allowed for each individual area of engineering listed in Section 4. TECHNICAL DESIGN SUPPORT and Section 26. CONTRACTOR’S QUALITY CONTROL.
Answer #10 – Yes, if an individual has expertise in multiple engineering specialties they can be used as engineers/advisors in all areas qualified.
Question #11 - Will there be a necessity for Contractor security requirements?
Answer #11– Yes, see Tyndall AFB SABER SOW, 17 Feb 2011, Section 31. SECURITY REQUIREMENTS, Section 32. WORK IN SPECIAL SECURITY AREAS, 33. UNAUTHORIZED RECONNAISSANCE, 34. AIRFIELD REQUIREMENTS, and 35. FLIGHT LINE ACCESS.
Question #12 - How is it decided which construction projects are under SABER?
Answer #12 – 325 CES convenes a Work Order Review Board (WORB) that determines if projects will be done in house or if they will be contracted out. If contracted out, then 325 CES and 325 CONS determine the best contract vehicle (SABER, existing IDIQ, stand alone “C” type contract, decentralized order from another contract) to place the requirement.
Question #13 - If the design of a project is substantial is the contractor allotted more than 5 days to submit the design?
Answer #13– Yes, at the discretion of the contracting officer.
Question #14 - What percentage of design is required for typical SABER projects?
Answer#14 – Typical project design requirements are at the 35% level.
Question #15 - Will there be any additional compensation for design and engineering costs on ground up building projects that require much more design than typical interior renovations?
Answer #15 – No, per Tyndall AFB SABER SOW, 17 Feb 2011, Section 9(c.)(9) and (10) Coefficients shall include but not be limited to the following business and construction related costs: (9) Preparation and modification of proposals, sketches, drawings, submittals, as-built drawings, CADD drawings, microfilm, and other project records. (10) Incidental engineering and architectural services.
Question #16- Is there allowance in the UPB for costs related to the extra cycle time required for dump trucks to wait in line at the Contractor Gate, i.e. when moving fill materials?
Answer #16 – No, per Tyndall AFB SABER SOW, 17 Feb 2011, Section 9. COEFFICIENT, and Section 31. SECURITY REQUIREMENTS.
Question #17 - Are the costs of dumpster rentals, haul off and disposal fees included as UPB proposal line items or covered in the Contractor’s coefficient?
Answer #17 – Construction Dumpster Rentals are in Section 01510 2000 of the Unit Price Book. The unit price includes delivery and pick-up of dumpster, hauling of debris, rental of dumpster and all applicable non-hazardous disposal fees. Cost of "each" is based on each pick-up. Hauling And Disposal Processing Fees are in Section 02119 and Note: Does not apply when material is transferred to owner's site or facility, or with use of dumpsters.
Question #18 - When the Contractor is required to relocate Gov’t furniture in order to complete construction work, is this cost included in the Contractor’s coefficient?
Answer #18 – Yes, per Tyndall AFB SABER SOW, 17 Feb 2011, Section 9. COEFFICIENT and UPB Section "Using the Construction Task Catalog" under Construction Related Costs.
Question #19 - When the Contractor is required to relocate Gov’t furniture, is there compensation for the cost of storage trailers or is this cost included in the Contractor’s coefficient?
Answer #19 – Storage trailers would be allowed as a line item only if the scope of the project required additional storage/protection of relocated Government furniture.
Question #20 - When project phasing is required to complete a project, is there any additional compensation allowed for, or is this covered in the Contractor’s coefficient?
Answer #20 – No, per Tyndall AFB SABER SOW, 17 Feb 2011, Section 9. COEFFICIENT. The only compensation to be paid to a contractor will be the total of the unit prices multiplied by the quantities multiplied by the coefficient.
Question #21- Is there any additional compensation available for the added permitting and engineering costs on projects that require approvals from State agencies like FDEP or Water Management District?
Answer #21 – No, per Tyndall AFB SABER SOW, 17 Feb 2011, Section 9. COEFFICIENT. The only compensation to be paid to a contractor will be the total of the unit prices multiplied by the quantities multiplied by the coefficient.
Question #22 - Is there any opportunity to recover excess costs when the actual competitive subcontract cost of completing a task order will clearly exceed the sum of the UPB amount and the Contractor’s coefficient?
Answer #22 – No, per Tyndall AFB SABER SOW, 17 Feb 2011, Section 2.b. Unit Price Book and Section 9. COEFFICIENT. The only compensation to be paid to a contractor will be the total of the unit prices multiplied by the quantities multiplied by the coefficient.
Question #23 - Does the Gov’t user group always move out of the area under renovation, or does the work sometimes need to be completed with the Gov’t employees and furniture still in the space?
Answer #23 – Work may be required to be performed in occupied areas. See Tyndall AFB SABER SOW, 17 Feb 2011, Section 23. SCHEDULING WORK, Section 24. WORK IN OCCUPIED AREAS, and Section 25. COORDINATION WITH GOVERNMENT ACTIVITIES.
