FA4819-10-R-0006 Tyndall AFB SABER/Questions and Answers/Dated 22 Feb 11
FA4819-10-R-0006 Tyndall AFB SABER Questions and Answers 22 Feb 11 Question #1 – Is the site visit mandatory?
Answer #1 – No. The site visit is not mandatory; however, it is highly encouraged for all offerors who wish to understand the environment in which they will be proposing in.
Question #2 - The following sentence from the solicitation reads “Offerors shall also provide the Contracting Officer with a 3rd party billing account in order for the CD ROM to be mailed.” Are you looking for a credit card number? How much are you going to charge us for the CD ROM? Please advise before I provide a credit card number.
Answer #2 – Cost will be for shipping ONLY. Most businesses typically have a UPS, Fed Ex type account that allows for 3rd party billing. 325 CONS does not wish to be responsible for credit card information and will not utilize this type of payment for shipping of the CD ROM.
Question #3 - In RFP Section L, Paragraph A, offerors are instructed to use “Microsoft Office Professional (Version 2007, 2003, or 2000)” when creating their proposals. However, in RFP Section L, Paragraph B, offerors are allowed to include a PDF-searchable format on the CD-ROM copies of the proposal. If offerors are allowed to include a searchable PDF on the CD-ROM, may offerors create their proposals using document design software other than Microsoft Word or Microsoft Excel?
Answer #3 – No. Solicitation Number FA4819-10-R-0006, Section L, paragraph A states "The proposal must be created using Microsoft Office Professional (Version 2007, 2003, or 2000)." Although the PDF format is an available output for numerous programs, the proposal documents must be created using Microsoft Office Professional.
Question #4 – I have requested a CD ROM and intend to submit a proposal. May I have a capabilities brief with 325 CONS and/or 325 CES?
Answer #4 – Capabilities briefs with 325 CONS for construction requirement have been canceled until proposals are submitted (est 21 Mar 11). This is a competitive 8(a) requirement and 325 CONS does not wish to have the appearance that one contractor could be favored over another.
Question # 5 - When downloading the bid documents from FBO.gov, Attachments 1 SABER Specifications and 2 SABER Unit Price Book were not available. Please make available on FBO.gov.
Answer # 5 – Both documents are roughly 6,000 pages each and will NOT be loaded onto FBO. Please see # 11 of block 10 of the SF 1442 for instructions on obtaining the CD ROMs. Please send any questions in writing to william.baker@tyndall.af.mil and mary.dent@tyndall.af.mil.
