Answer # 1 – Yes, it is acceptable to use Microsoft Office 2010 version to create the proposal as long as it is saved as a 2007 version when submitted.
Question # 2 - Will there be a sample project?
Answer # 2 – No.
Question # 3 –The SF1442 indicates that an offer guarantee is required, however I do not see in the RFP where a bid guarantee form has been attached. Please advise if there is a specific form to be used for the submittal of the bid guarantee.
Answer #3 – The Standard Form 24 “Bid Bond” is used in construction projects with the Government. Offerors can obtain a copy of this document using a search engine on the World Wide Web.
Question #4 – SF 1442 Block 13B it indicates offer guarantee is required per FAR 52.228-1. This clause indicates a percentage and amount that would be required. It indicates a 20% of bid price but not to exceed $3Million. Based on a coefficient bidding schedule are you requiring a minimum bid bond in the amount of $3,000,000?
Answer #4 - Respectfully, we cannot answer this question in a direct fashion. Your firm's proposed price is a business decision made by the firm. 325 CONS directs you back to the clause as well as Section B. The 20% bid bond value should be based on the overall total proposed price that your firm intends to submit. If 20% of the offerors proposed price is OVER $3M, the offeror is only required to provide the bid bond for $3M. If 20% of the offerors proposed price is UNDER $3M, the offeror is required to provide a bid bond for the amount under $3M.
