FA4819-10-R-0006 Tyndall AFB SABER/Questions and Answers/Dated 25 Feb 11
FA4819-10-R-0006 Tyndall AFB SABER Questions and Answers 25 Feb 11 Question # 1 – Per the Tyndall AFB SABER RFP, you want all questions twenty calendar days prior to when the RFP is due. The site visit is scheduled for March 3rd which is after when all the questions are due. What should we do if we have questions stemming from the site visit?
Answer # 1 – Any questions that stem from the site visit will not be answered on the day of the site visit. All offerors that attend the site visit shall submit their questions generated by the site visit to the Contracting Officer within 24 hours after the site visit concludes. All questions will be attempted to be answered within 2 business days and posted onto FBO.
Question # 2 - In our past experience of submitting past performance questionnaires, we have been told by certain agencies that they will no longer complete a past performance questionnaire and will refer requesting agencies to a completed CCASS evaluation. Therefore while we do not anticipate all agencies responding to our request for a completed questionnaire, may we insert a copy of our CCASS evaluations for our proposed past performance projects into our technical proposal submission?
Answer # 2 – Please follow the directions in Section L in regards to submitting past performance information. As stated in the solicitation, 325 CONS will query CCASS on projects submitted by the offerors for recency and relevancy. Failure to not provide the information as requested in Section L may result in a determination of non-responsiveness.
Question # 3 – My firm called your office and was told that no telephonic communications were not acceptable. Why?
Answer #3 – Due to the competitive nature of the procurement, 325 CONS has expressed on page 1 of the solicitation that ANY questions be submitted in writing to the Contracting Officer. Anyone who contacts the Contracting Officer via phone will be instructed to place their question in an email.
Question #4 – I wanted to attend the site visit but was told that I didn’t make the cut off. Why can’t I attend?
Answer #4 – Page 1 of the solicitation explicitly explains to offerors that a site visit is scheduled and offerors should visit Section L, 52.236-27 Alt I for information on attending. This clause states that any offeror wishing to attend the site visit should meet the deadlines spelled out in the clause. Note that this does not preclude a firm from submitting a proposal.
