About this opportunity
The Air Force Life Cycle Management Center plans to award multiple Indefinite Delivery/Indefinite Quantity contracts under the Training Systems Acquisition IV vehicle to streamline procurement processes for sustainment, courseware development, instruction, and new training system acquisition and support. Technical proposals and past performance will be evaluated based on factors including program management, engineering and innovation, sustainment, and courseware development, with draft solicitation documents released for comment in November 2020 and final proposals due May 2021.
No set-aside is designated for the opportunity. The predominant NAICS code is 336413 and size standard is 1,250 employees. The total potential contract value is $32.5 billion over 10 years for approximately 10-15 awards each in an unrestricted pool and small business pool. The preponderance of work will involve sustainment activities such as contractor logistics support, training systems support center operations, and software upgrades to existing systems across the Air Force, with additional scope including courseware development, instruction, and new training system development.

The predominance of the work issued under TSA IV will be sustainment to include CLS, TSSC, and concurrency modifications (generally software upgrades) of existing training systems. Air Force Life Cycle Management Center, Agile Combat Support Directorate, Simulators Division (AFLCMC/WNS) plans to competitively award multiple TSA IV ID/IQ contracts to streamline and standardize training system acquisition and support procurement processes.
